(“GST”) installed 17” black alloy wheels accessory for certain 2023 model year RAV4 XLE vehicles. GST has determined that during the installation of the wheels, the tire valve stem may have been installed using a process which could result in the tire valve stem not being fully seated and/ or damaged. Additionally, GST identified a noncompliance with FMVSS 110 as the affected vehicles contain a Load Carrying Capacity Modification Label installed by GST that does not meet the accuracy requirements of FMVSS 110 S10.2. S10.2 requires that the corrected load carrying capacity weight values reflect the total weight added between final vehicle certification and first retail sale be accurate within one percent of the actual added weight. The load carrying capacity modification labels installed in the affected vehicles are not accurate within one percent (1%) of the actual added weight. FMVSS 1 : 110 – Tire selection and rims FMVSS 2 : NR Description of the Safety Risk : If the valve stem is installed in a manner that could result in the tire valve stem not being fully seated and/or damaged, it may allow air to leak and/or the tires may be underinflated, increasing the risk of tire failure and a crash. GST also used an incorrect weight for factory standard wheels in the load carrying capacity modification label calculations which caused the labels on the affected vehicles to not be accurate to within one percent (1%) of the actual added weight. Identification of Any Warning that can Occur : When the tire pressure warning system detects that the tire pressure of a tire becomes lower than the threshold, it will inform the driver using a warning light. The dealership indicated that the tire valve stem was not fully seated in the wheels resulting in air leaking from the valve stem. Based on vehicle inspections, review of the installation process, instructions and procedures, GST found that the installation process for installing rubber valve stems on the 17” black alloy wheels could result in the tire valve stem not being fully seated and/or damaged and determined that a safety recall was warranted. During the review process, GST also found that an incorrect weight for the factory standard wheels was used in the load carrying capacity modification label calculations which caused the labels on the affected vehicles to be overstated by 2 pounds. Since the incorrect label is not within one percent (1%) of the additional weight, the vehicles are not compliant with the FMVSS. GST does not anticipate any customer reimbursement claims, but it will provide appropriate reimbursement should any claims arise. How Remedy Component Differs from Recalled Component : N/A Identify How/When Recall Condition was Corrected in Production : Immediately upon identifying the results of the internal quality review, GST enhanced wheel installation procedures and process and introduced a new job aid to ensure proper orientation of the valve stem while installing wheels.
