, Inc. (GST) is recalling certain 2023 Toyota
RAV4 vehicles equipped with 17″ black alloy accessory wheels. During installation of the alloy wheels, the tire valve stem may have been improperly installed or damaged. In addition, the load carrying capacity label may state the incorrect weight. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 110, “Tire Selection and Rims.”
Remedy
Dealers will inspect and, if necessary, replace the wheel valve stems and replace the load carrying capacity modification labels, free of charge. Owner notification letters are expected to be mailed August 14, 2023. Owners may contact GST customer service at 1-800-444-1074. GST’s number for this recall is 23R1.

Chronology :
On June 19, 2023, GST received one field report describing the condition of a 2023 RAV4 XLE vehicle with 17” black alloy wheels installed by GST exhibiting low air pressure in two wheels. The dealership indicated that the tire valve stem was not fully seated in the wheels resulting in air leaking from the valve stem. Based on vehicle inspections, review of the installation process, instructions and procedures, GST found that the installation process for installing rubber valve stems on the 17” black alloy wheels could result in the tire valve stem not being fully seated and/or damaged and determined that a safety recall was warranted. During the review process, GST also found that an incorrect weight for the factory standard wheels was used in the load carrying capacity modification label calculations which caused the labels on the affected vehicles to be overstated by 2 pounds. Since the incorrect label is not within one percent (1%) of the additional weight, the vehicles are not compliant with the FMVSS.

Additionally, GST identified a noncompliance with FMVSS 110 as the affected vehicles contain a Load Carrying Capacity Modification Label installed by GST that does not meet the accuracy requirements of FMVSS 110 S10.2. S10.2 requires that the corrected load carrying capacity weight values reflect the total weight added between final vehicle certification and first retail sale be accurate within one percent of the actual added weight. The load carrying capacity modification labels installed in the affected vehicles are not accurate within one percent (1%) of the actual added weight.
