Insufficient Load Rating on Tires/FMVSS 110
Tires with an insufficient load rating may be overloaded and fail, increasing the risk of a crash.

Summary
Gulf States Toyota, Inc. (GST) is recalling certain 2022-2024 model year Highlander L and Highlander LE vehicles equipped with the Blackout Package that includes 20″ black alloy wheels and tires. The installed tires have an insufficient load rating. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 110, “Tire Selection and Rims.”
Remedy
GST will inspect and replace the tires as necessary, and install a new tire information label as necessary, free of charge. Owner notification letters are expected to be mailed July 29, 2024. Owners may contact GST customer service at 1-800-444-1074. GST’s number for this recall is 24R1.

Chronology :
On May 13, 2024, GST received a dealer inquiry regarding GST accessory tires installed on a customer’s Highlander vehicle. The customer reported that the tires on their vehicle had an incorrect load rating. GST began an investigation to determine the compliance of the upgraded tires and placed all potentially affected vehicles at GST’s vehicle processing center on a quality hold. During the investigation, GST found that the load rating of the upgraded tires installed on the affected vehicles fails to comply with the requirements of FMVSS 110. GST is not aware of any accidents or injuries associated with this noncompliance.

(“GST”) installed a 20” black alloy wheel and tire upgrade as part of a Blackout Package accessory for certain 2022-2024 model year Highlander L and LE grade model vehicles. GST has determined that the accessory tires installed on the upgraded wheels do not comply with Federal Motor Vehicle Safety Standard (“FMVSS”) No. 110, “Tire Selection and Rims.” FMVSS 110 Section 4.2.2.2 states that when passenger car tires are installed on a Multi-Purpose Vehicle (“MPV”), truck, bus, or trailer, each tire’s load rating is reduced by dividing it by 1.10 before determining the sum of the maximum load ratings of the tires fitted to an axle, which shall not be less than the Gross Axle Weight Rating (“GAWR”) of the axle system as specified on the vehicle’s tire certification label. After reducing the load rating of each tire installed on the affected vehicles by dividing it by 1.10, as stated in FMVSS 110 Section 4.2.2.2, the sum of the maximum load ratings of the tires fitted to an axle is less than the GAWR of the axle system as specified on the vehicle’s certification label. As such, these vehicles fail to comply with the requirements of FMVSS 110.

Description of the Safety Risk : Overloading the vehicle could lead to tire failure, increasing the risk of a
crash.
Description of the Cause : During GST’s selection process for a wheel and tire upgrade on the Blackout Package accessory for the Highlander L and LE grade models, a tire was chosen that matched the specifications of the standard wheels and tires for the Highlander Platinum grade model. GST recently discovered that the GAWR for the L and LE grade models is higher than the GAWR of the Platinum grade model. This oversight resulted in the selection of a tire for the L and LE grade models with a load rating that is lower than required by FMVSS 110 Section 4.2.2.2. Identification of Any Warning
that can Occur : When the tire pressure warning system detects that the tire pressure of a tire becomes lower than the threshold, it will inform the driver using a warning light. Identify How/When Recall Condition was Corrected in Production : The replacement tires will have a load rating that is compliant with FMVSS 110.
Upon receiving a field inquiry regarding the load rating of the upgraded accessory tires installed on a Highlander vehicle, GST promptly placed a quality hold on the Highlander wheel and tire upgrade accessory installation and any in-process vehicles at the vehicle processing facility while investigating the field inquiry. GST will replace the tires on the vehicles currently on hold with tires that meet the load rating required by FMVSS 110.
