Affected Vehicles: Certain 2020 – 2022 Toyota 4Runner vehicles that have SET installed 20-inch Black Gunner Wheels. Condition: Pursuant to FMVSS 110 S10, a load carrying capacity modification label must be added to a vehicle if weight exceeding the lesser of 1 .5 percent of GVWR or 45.4 kg (100 pounds) is added to a vehicle between final vehicle certification and the first retail sale of the vehicle, and the corrected values must be accurate to within 1 percent of the actual added weight. With regard to the vehicles that are subject to this recall, SET added net accessory weight and provided the requisite load carrying capacity modification label, but SET has determined that for the affected vehicles, the labels were not accurate to within 1 percent of the actual added weight. SET will notify the affected vehicle owners by mail of the noncompliance and will provide them with a Load Carrying Capacity Modification Label to be installed over the inaccurate label. Each label will be generated specifically for each customer’s vehicle, based on the net weight of the accessories installed. This following information is being provided to keep you informed of the Filing and your degree of involvement. 1. Owner Letter Mailing Date SET has completed remedy preparations and wilt begin to notify owners on or before September 4. 2022. SET makes significant effort to obtain current customer name and address information when mailing owner letters. In the event your dealership receives a notice for a vehicle that was sold prior to the Safety Recall announcement, it is the dealership’s responsibility to forward the owner letter to the customer who purchased the vehicle. 2. Pre-Owned Vehicles in Dealer Inventory SET requests that dealers do not deliver any pre-owned vehicles in dealer inventory that is covered by a Safety Recall unless the defect has been remedied. 3. Dealer Summary Reports Please verify eligibility by confirming through TIS and inspecting the vehicle prior to performing repairs. 4. Number and Identification of Covered Vehicles There are approximately 280 vehicles covered by this Noncompliance Recall in the U. S. and Puerto Rico. Please note that only owners of the covered vehicles will be notified. If a dealer is contacted by an owner who has not yet received the notification, please instruct the dealer personnel to verify coverage by confirming through TIS and inspecting the vehicle. Dealers should perform the procedure as outlined in the Technical Instructions located on TIS. 5. FMVSS 1 : 110 – Tire selection and rims FMVSS 2 : NR Description of the Safety Risk : In the affected vehicles, the current load carrying capacity modification label is does not reflect the value of the total weight added and accurate to within one percent (1%) of the actual weight of accessories added to the vehicle. While in this instance, the original modified load carrying capacity label overstated the weight of the accessory wheels so that the vehicle actually has more load carrying capacity than what is listed, if the information that is provided on the modified label is not within 1% of the added weight, in the worst case, a vehicle owner could disregard the information as not being accurate and may overload a vehicle which may increase the risk of a crash. Description of the Cause : 20-inch Black Gunner Wheel was not properly weighed, and an incorrect weight was entered in the Interim Data Repository which is used to calculate the load carrying capacity modification label. Identification of Any Warning that can Occur : None Involved Components : Component Name 1 : NR Component Description : NR Component Part Number : NR Supplier Identification : Component Manufacturer Name : NR Address : NR Part 573 Safety Recall Report 22V-480 Page 3 The information contained in this report was submitted pursuant to 49 CFR §573 NR Country : NR Chronology : During a routine process validation audit in June 2022, SET discovered that the 20-inch Black Gunner accessory wheels had not been properly weighed. SET investigated and determined that the wheel must have been weighed with the shipping materials/packaging causing the actual wheel weight to be over reported in the system. SET’s investigation found that the effect of the actual wheel weight being over reported was to decrease the load carrying capacity stated on the modified load carrying capacity label when in fact there is additional load carrying capacity available on the vehicle. SET’s investigation also found that for the affected vehicles, after the correct weight of the accessory wheels was input, the modified load carrying capacity did not reflect the total weight added between certification and first retail sale within 1% of the actual added weight. On June 29, 2022, SET decided to conduct a recall to address this issue on vehicles in the field. Description of Remedy : Description of Remedy Program : At no cost to the vehicle owner, SET will notify the vehicle owners by mail of the noncompliance and will provide them with a new modified label to be installed over the original load carrying modification label. Each label will be generated specifically for each customer’s vehicle, based on the net weight of the accessories installed. The Owner Notification Letter will include a contact number should an owner qualify for a reimbursement. How Remedy Component Differs from Recalled Component : The load carrying capacity modification label will be accurate to accurate to within one percent (1%) of the weight of accessories installed on the vehicle Identify How/When Recall Condition was Corrected in Production : Modified load carrying capacity labels for vehicles receiving the 20” Black Gunner Wheels was stopped until the calculations were corrected, and new labels were available. Recall Schedule : Description of Recall Schedule : SET is coordinating with IHS to obtain current vehicle owner mailing address data based on the VIN of each individual affected vehicle, and also with a third-party service provider to print and mail the owner notification letters and labels to owners of affected vehicles. Samples of the owner notification letter for those receiving new labels will be provided. Southeast Toyota Distributors, LLC has decided that your vehicle fails to conform to Federal Motor Vehicle Safety Standard (FMVSS) No. 110, “Tire selection and rims” as it relates to Load Carrying Capacity Modification (Addendum) Labels. What is the condition? The Addendum Label is a yellow Label (see diagram below) located on the driver’s side center pillar. The Addendum Label takes into account the net weight of accessories added to your vehicle by SET after it was manufactured and updates the occupant and cargo carrying capacity of your vehicle. The vehicle occupant and load carrying capacity is located on the Tire and Loading Information Label. In the affected vehicles, the current Addendum Label is not correct in that it is not accurate to within one percent (1%) of the weight of accessories installed on the vehicle as required by FMVSS 110. This could result in a driver overloading the vehicle, which me¥ increase the risk of a crash. What will Southeast Toyota Distributors, LLC do?
