) is recalling certain 2019 Lexus ES vehicles. These vehicles are equipped with a driver knee air bag assembly mounted to the lower instrument panel (IP) that may have been improperly installed, possibly affecting the deployment of the knee air bag in the event of a crash.
Remedy
Toyota
will notify owners, and dealers will inspect and replace the driver knee air bag assembly, if necessary, free of charge. The recall began May 8, 2019. Owners may contact Toyota
customer service at 1-800-255-3987. Toyota
’s numbers for this recall are KLD and KLE.

On April 10, 2019, Lexus filed a Defect Information Report (DIR) with the National Highway Traffic Safety Administration (NHTSA) informing the agency of our intent to conduct a voluntary Safety Recall on certain 2019 Model Year ES 350 vehicles.
Condition
During vehicle assembly, it is possible that the driver knee airbag may not have been properly fastened to the instrument panel. This could have an effect on the deployment of the knee airbag that can increase the risk of injury during a crash.
Remedy
Any authorized Lexus dealer will replace the driver knee airbag with a new one FREE OF CHARGE.
Covered Vehicles
There are approximately 260 vehicles covered by this Safety Recall. There are no vehicles distributed to Puerto Rico involved in this Safety Recall.
Owner Letter Mailing Date
Lexus will begin to notify owners in early May 2019. A sample of the owner notification letter has been included for your reference.
Lexus makes significant effort to obtain current customer name and address information from each state through industry resources when mailing owner letters. In the event your dealership receives a notice for a vehicle that was sold prior to the Safety Recall announcement, it is the dealership’s responsibility to forward the owner letter to the customer who purchased the vehicle.
Please note that only owners of the covered vehicles will be notified. If you are contacted by an owner who has not yet received a notification, please verify eligibility by confirming through TIS prior to performing repairs. Dealers should perform the repair as outlined in the Technical Instructions found on TIS.
Dealer Inventory Procedures
New Vehicles in Dealership Inventory
There are approximately 130 vehicles in new dealer inventory as of April 09, 2019.
![]() | Under Title 49, Section 30112 of the United States Code, a dealer cannot sell, offer for sale, or introduce or deliver for introduction in interstate commerce a new motor vehicle when it is aware that the vehicle does not comply with an applicable Federal Motor Vehicle Safety Standard or contains a defect related to motor vehicle safety. Further, 49 Code of Federal Regulations §577.13 requires us to provide the following advisory: It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied.
Lexus reimburses dealers for flooring costs associated with new vehicles held in dealership inventory until the recall remedy becomes available. Lexus provides these flooring reimbursements at 60 day intervals. Lexus reserves the right to withhold or charge-back any flooring reimbursement funds that may have been paid to the dealer if it determines that a new vehicle subject to a safety recall was sold without first being remedied. |

Inspection Reminder Mirror Hang Tags for Covered Vehicles in New Dealer Stock
To easily recognize vehicles involved in this Safety Recall, each dealership should utilize Inspection Reminder Hang Tags. Inside the vehicle’s glove box are stickers containing the VIN. Apply one of these stickers to the hang tag and install the hang tag in the vehicle. A sample copy of the Inspection Reminder Hang Tag has been included for your reference.

Pre-Owned Vehicles in Dealer Inventory
To ensure customer satisfaction, Lexus requests that dealers complete this Safety Recall on any used vehicles currently in dealer inventory that are covered by this Safety Recall prior to customer delivery. However, if the campaign cannot be completed (for example, due to remedy parts availability), delivery of a covered vehicle is acceptable if disclosed to the customer that the vehicle is involved in a Safety Recall.
Lexus expects dealers to use the attached Customer Contact and Vehicle Disclosure Form to obtain vehicle buyer information. Dealers are expected to provide a copy of the completed form, along with the most current FAQ, to the vehicle buyer. Lexus and the dealer may use this information to contact the customer when the remedy becomes available.
Keep the completed form on file at the dealership and send a copy to quality_compliance@toyota
.com. In the subject line of the email, state “Disclosure Form “KLD/K2D” and include the VIN.

L/Certified Vehicles
L/Certified policy prohibits the certification of any vehicle with an outstanding Safety Recall, Special Service Campaign, or Limited Service Campaign. Thus, no affected units are to be designated, sold, or delivered as L/Certified until all applicable Safety Recalls, Special Service Campaigns, and Limited Service Campaigns have been completed on that vehicle.
LCCS Service Loaners
Lexus requests that dealers remove all LCCS Service Loaner vehicles from service that are covered by a Safety Recall unless the defect has been remedied.

VI. REMOVE LOWER NO.1 INSTRUMENT PANEL AIRBAG ASSEMBLY
1. CHECK FOR DTC’S
a. Using a Techstream, check for Diagnostic Trouble Codes.
Note: This Safety Recall covers only the inspection and replacement of the Lower No.1 Instrument Panel Airbag Assembly, as detailed in these instructions. It does not cover the diagnosis or replacement of any other parts on the vehicle.
2. DISCONNECT CABLE FROM AUXILIARY BATTERY NEGATIVE TERMINAL
For models with a navigation system, wait at least 6 minutes before disconnecting the battery. It takes approximately 6 minutes for the system to save information and settings after the ignition switch is turned off.
3. REMOVE STATIC ELECTRICITY
Touch any metallic portion of the vehicle body to discharge the static electricity before starting work.

5. REMOVE LOWER NO.1 INSTRUMENT PANEL AIRBAG ASSEMBLY
Do not store the airbag deployment side facing downward
a. Apply a mark on the lower No.1 instrument panel airbag assembly prior to removal so as not to reinstall it an error
b. Remove the 4 bolts
c. Disengage the 2 claws and separate the lower No.1 instrument panel airbag assembly
DO NOT pull the airbag wire harness or let the lower No.1 instrument panel airbag assembly hang by the wire harness.

d. Using a screwdriver with its tips wrapped with protective tape, release the airbag connector locking button
e. Disconnect the airbag connector to remove the lower No.1 instrument panel airbag assembly

VII. SCAN THE AIRBAG ASSEMBLIES
1. LAUNCH THE SERIAL NUMBER RECORDING APPLICATION
• The barcode scanner application MUST be completed on every vehicle. These numbers MUST be included on every warranty claim that is submitted for module replacement or the claim may be subject to debit.
• The technician performing the work MUST have valid TIS login credentials and an internet connection to perform the inspection and scanning process.
a) Log in to TIS and input the VIN of the vehicle in the Vehicle Inquiry tab.
b) Confirm the VIN is applicable and that the campaign has not been completed.
c) Click on the link to launch the serial number recording application.
Note: The Serial Number Recording Application is the same as what is used for the Takata Campaigns
d) Reenter TIS password in the serial number recorder application.
NOTE: The person logged-in to TIS MUST be the person performing the repair.
e) Record the vehicle mileage into the serial number recording application.
NOTE:
• If this screen indicates that the module has already been replaced on this VIN, there is no need to perform the campaign again.

2. CONNECT THE BARCODE SCANNER
a) Connect the barcode scanner to the USB port on the Techstream.
b) The scanner will automatically connect and a beep will be heard when the scanner is ready.
NOTE: The scanner works best in low light conditions.
• Always hold the scanner directly in front of and parallel to the barcode label.
3. SCAN THE AIRBAG SERIAL NUMBER
ATTENTION: This information is CRITICAL
a) Scan the AIRBAG ASSEMBLY serial number 2 times.
1) Confirm the cursor is in the first serial number box then scan the serial.
2) Position the cursor in the second serial number box then scan the serial.
b) Click next.
NOTE:
• If both serial numbers that are entered do not match, confirm and reenter.
• If the serial number barcode will not scan, it can be entered manually.
AIRBAG SERIAL NUMBER IDENTIFICATION
• The airbag serial number is ALWAYS the 12 DIGITS located between the asterisks.

The AIRBAG serial number MUST be recorded prior to replacement.

c) Check the box as shown below this will allow the scanning system to move to the next screen.
d) Click submit.
Checking this box will allow you to scan the replacement airbag on the next screen.
NOTE: The NEW AIRBAG serial number MUST be scanned prior to reinstallation to track the airbag to the vehicle (refer to page 11).
e) Scan the NEW airbag barcode in the Serial Number Recording Application.

f) Verify the statements and click the two boxes.
g) Click next.
h) Confirm agreement by checking the two boxes.
i) Record the Warranty Authorization # to be included in the warranty claim.
j) Place the old module in the parts box and take it immediately to the parts department.
NOTE:
• Confirm the cursor is in the correct serial number input box before scanning.
• If the serial number barcode will not scan, it can be entered manually.

VIII. INSTALL THE NEW LOWER NO.1 INSTRUMNET PANEL AIRBAG ASSEMBLY
1. INSTALL THE NEW LOWER NO1 INSTRUMENT PANEL AIRBAG ASSEMBLY
IF THE NEW AIRBAG IS FALLS OR DROPPED IN ANYWAY IT CANNOT BE USED AND SHOULD BE REPLACED
a. Connect the airbag connector to the lower No.1 instrument panel airbag assembly
b. Push the airbag connector locking button to lock the airbag connector in place.
c. Hang the airbag by the top hooks to properly align the airbag
ALWAYS align the hooks first before installing the bolts to ensure proper installation.
d. Engage the 2 claws
e. Install the Lower No.1 Instrument panel airbag assembly with the 4 bolts.
Specified torque:
7 in.lbf (10 N*m, 102 kgf*cm)
Confirm that the lower No. 1 instrument panel airbag assembly is installed securely without any excessive gaps and is not protruding outward.

2. INSPECT LOWER NO. 1 INSTRUMENT PANEL AIRBAG INSTALLATION CONDITION
a) Visually inspect the lower left portion of the lower No. 1 instrument panel airbag mounting bracket to check whether it is installed properly.
Always inspect the lower No. 1 instrument panel airbag mounting bracket visually to see whether it is properly installed. DO NOT try to check for proper installation by checking for looseness or rattling. This may lead to erroneous judgments as the bracket would not move even when it is improperly mounted.

VII. REMOVE LOWER NO.1 INSTRUMENT PANEL AIRBAG ASSEMBLY
1. CHECK FOR DTC’S
a. Using a Techstream, check for Diagnostic Trouble Codes.
Note: This Safety Recall covers only the inspection and replacement of the Lower No.1 Instrument Panel Airbag Assembly, as detailed in these instructions. It does not cover the diagnosis or replacement of any other parts on the vehicle.
2. DISCONNECT CABLE FROM AUXILIARY BATTERY NEGATIVE TERMINAL
For models with a navigation system, wait at least 6 minutes before disconnecting the battery. It takes approximately 6 minutes for the system to save information and settings after the ignition switch is turned off.
3. REMOVE STATIC ELECTRICITY
Touch any metallic portion of the vehicle body to discharge the static electricity before starting work.

5. REMOVE LOWER NO.1 INSTRUMENT PANEL AIRBAG ASSEMBLY
Do not store the airbag deployment side facing downward
a. Apply a mark on the lower No.1 instrument panel airbag assembly prior to removal so as not to reinstall it an error
b. Remove the 4 bolts

c. Disengage the 2 claws and separate the lower No.1 instrument panel airbag assembly
DO NOT pull the airbag wire harness or let the lower No.1 instrument panel airbag assembly hang by the wire harness.
d. Using a screwdriver with its tips wrapped with protective tape, release the airbag connector locking button
e. Disconnect the airbag connector to remove the lower No.1 instrument panel airbag assembly

VIII. SCAN THE AIRBAG ASSEMBLIES
1. LAUNCH THE SERIAL NUMBER RECORDING APPLICATION
• The barcode scanner application MUST be completed on every vehicle. These numbers MUST be included on every warranty claim that is submitted for module replacement or the claim may be subject to debit.
• The technician performing the work MUST have valid TIS login credentials and an internet connection to perform the inspection and scanning process.
a) Log in to TIS and input the VIN of the vehicle in the Vehicle Inquiry tab.
b) Confirm the VIN is applicable and that the campaign has not been completed.
c) Click on the link to launch the serial number recording application.
Note: The Serial Number Recording Application is the same as what is used for the Takata Campaigns
d) Reenter TIS password in the serial number recorder application.
NOTE: The person logged-in to TIS MUST be the person performing the repair.
e) Record the vehicle mileage into the serial number recording application.
NOTE:
• If this screen indicates that the module has already been replaced on this VIN, there is no need to perform the campaign again.

2. CONNECT THE BARCODE SCANNER
a) Connect the barcode scanner to the USB port on the Techstream.
b) The scanner will automatically connect and a beep will be heard when the scanner is ready.
NOTE: The scanner works best in low light conditions.
• Always hold the scanner directly in front of and parallel to the barcode label.
3. SCAN THE AIRBAG SERIAL NUMBER
ATTENTION: This information is CRITICAL
a) Scan the AIRBAG ASSEMBLY serial number 2 times.
1) Confirm the cursor is in the first serial number box then scan the serial.
2) Position the cursor in the second serial number box then scan the serial.
b) Click next.
NOTE:
• If both serial numbers that are entered do not match, confirm and reenter.
• If the serial number barcode will not scan, it can be entered manually.
AIRBAG SERIAL NUMBER IDENTIFICATION
• The airbag serial number is ALWAYS the 12 DIGITS located between the asterisks.

The AIRBAG serial number MUST be recorded prior to replacement.

c) Check the box as shown below this will allow the scanning system to move to the next screen.
d) Click submit.
Checking this box will allow you to scan the replacement airbag on the next screen.
NOTE: The NEW AIRBAG serial number MUST be scanned prior to reinstallation to track the airbag to the vehicle (refer to page 13).
e) Scan the NEW airbag barcode in the Serial Number Recording Application.

f) Verify the statements and click the two boxes.
g) Click next.
h) Confirm agreement by checking the two boxes.
i) Record the Warranty Authorization # to be included in the warranty claim.
j) Place the old module in the parts box and take it immediately to the parts department.
NOTE:
• Confirm the cursor is in the correct serial number input box before scanning.
• If the serial number barcode will not scan, it can be entered manually.
• If there are any difficulties or concerns with this process, email quality_compliance@toyota
.com with details.

IX. INSTALL THE NEW LOWER NO.1 INSTRUMNET PANEL AIRBAG ASSEMBLY
1. INSTALL THE NEW LOWER NO1 INSTRUMENT PANEL AIRBAG ASSEMBLY
IF THE NEW AIRBAG IS FALLS OR DROPPED IN ANYWAY IT CANNOT BE USED AND SHOULD BE REPLACED
a. Connect the airbag connector to the lower No.1 instrument panel airbag assembly
b. Push the airbag connector locking button to lock the airbag connector in place.
c. Hang the airbag by the top hooks to properly align the airbag
ALWAYS align the hooks first before installing the bolts to ensure proper installation.
d. Engage the 2 claws
e. Install the Lower No.1 Instrument panel airbag assembly with the 4 bolts.
Specified torque:
7 in.lbf (10 N*m, 102 kgf*cm)
Confirm that the lower No. 1 instrument panel airbag assembly is installed securely without any excessive gaps and is not protruding outward.
