) is recalling certain JTEKT power steering gear assembly service parts for 2007-2021 Tundra and 2008-2022 Sequoia, part numbers 44250-0C160, 44250-0C131, 44250-0C170, and 11250-0C121. The power steering gear assembly may have been manufactured incorrectly, which can result in an oil leak.
Remedy
Dealers will inspect and replace the power steering gear assembly, free of charge. Owner notification letters are expected to be mailed February 21, 2022. Owners may contact Toyota
customer service at 1-800-331-4331. Toyota

Potentially Defective Power Steering Gear Assemblies

On December 23, 2021, Toyota
filed a Defect Information Report (DIR) with the National Highway Traffic Safety Administration (NHTSA) informing the agency of our intent to conduct a voluntary Equipment Recall on certain Power Steering Gear Assembly service replacement parts made for 2007 – 2021 Tundra vehicles and 2008 – 2022 Sequoia vehicles.
Condition
If an involved service replacement part is installed in a vehicle, it can leak power steering fluid due to a manufacturing error. If a sufficient amount leaks, power steering assist can be suddenly lost. While manual steering remains functional, the loss of power steering assist may increase the steering effort needed and can increase the risk of a crash.
Remedy
If a vehicle owner had the Power Steering Gear Assembly replaced between August 5th, 2021 and February 18, 2022, when the involved service replacement assemblies may have been in the market, Toyota
dealers will inspect the power steering gear assembly and if necessary, replace it FREE OF CHARGE.
Covered Vehicles
There are approximately 150 potentially defective steering gear assemblies which were installed or sold over the counter by dealers. These potentially defective steering gear assemblies may leak power steering fluid due to a manufacturing error.

To ensure all potential owners who may have received one of these potentially defective power steering gear assemblies are notified, approximately 1,800,000 vehicle owners will be notified of this Equipment Recall.
Equipment Recall Status on TIS
Vehicles which could have received a potentially defective power steering gear service part covered under this Equipment Recall will be visible on TIS and Service Lane under the “Warranty” tab and designation 21TH01. Under this tab, Toyota
dealers can confirm vehicle applicability for customers requesting an inspection because they either had their power steering gear assembly replaced between August 5th, 2021 and February 18, 2022, or the vehicle service history is unknown by the customer.

It is important that the inspection is performed only If a customer requested inspection because they had their Power Steering Gear Assembly Replaced between August 5th, 2021 and February 18, 2022 or they are unable to confirm the repair history and are requesting inspection
Owner Letter Mailing Date
Toyota
will notify the owners of vehicles that could have been repaired using an involved steering gear assembly replacement part by late February 2022. A sample of the owner notification letter has been included for your reference.
Toyota
makes significant effort to obtain current customer name and address information from each state through industry resources when mailing owner letters. In the event your dealership receives a notice for a vehicle that was sold prior to the Safety Recall announcement, it is the dealership’s responsibility to forward the owner letter to the customer who purchased the vehicle.
Please note that only owners of the covered vehicles will be notified. If you are contacted by an owner who has not yet received a notification, please verify eligibility by confirming through TIS prior to performing repairs. Dealers should perform the repair as outlined in the Technical Instructions found on TIS.
Salvage Title Vehicles
Every attempt should be made to complete an open Equipment Recall upon customer request when circumstances permit, unless noted otherwise in the Equipment Recall dealer letter.

Toyota
estimates that 25% of the involved service parts may contain a groove of an incorrect shape where the circlip is installed because one of the four pieces of equipment that machine this groove had the damaged teeth on the cutting tool, as further described in this report. If installed in a vehicle, whether this issue will cause a sufficient amount of power steering fluid leaking due to the circlip becoming disengaged from this groove and lead to a sudden loss of power steering assist depends on the vehicle driving conditions.
Description of Problem:
The subject power steering gear assemblies are service parts designed for 2007-2021 Toyota
Tundra and 2008-2022 Toyota
Sequoia which have a power steering system where hydraulic pressure is applied through power steering fluid entering the gear assembly. An oil seal, an end stopper, and a circlip are used to contain the hydraulic fluid within the gear assembly. During a specific production period at the supplier, one of the four pieces of equipment that machine the groove in the gear assembly where the circlip is installed was not creating a groove of the correct shape. When the circlip is installed in a groove of an incorrect shape created by this piece of equipment, the circlip may not be able to hold the oil seal and end stopper in position. This can result in oil leaking from the gear assembly. After a sufficient amount of oil has leaked, it is possible that a sudden loss of power steering assist may occur. In this condition, the steering system will revert to manual steering mode, and steering control can be maintained at all times. However, suspension of power steering assist results in increased steering effort at low vehicle speeds and increases the risk of a crash.
Chronology of Principal Events:
November 23, 2021
Toyota
filed a Part 573 Defect Information Report (21V-920) covering production vehicles that may have been originally equipped with a steering gear assembly with the issue described above. As indicated in that report, Toyota
continued to investigate whether service parts could also be affected. See chronology in attached Part 573 report for 21V-920.
November – December 2021
Toyota
continued its investigation to determine whether service replacement parts that may contain the defect were distributed to dealers and were used for vehicle repairs. On November 16, Toyota
received a dealer product report regarding a vehicle that had been repaired with a service part steering gear assembly, which experienced a sudden loss of power steering assist and a fluid leak from the gear assembly. Toyota
recovered the part and sent it to the supplier for investigation. The supplier later reported that the service part contained the same defect. Concurrently, Toyota
conducted a further review of its records and identified that service parts were ordered and shipped to dealers and distributers. In addition, based on a review of service history, Toyota
identified that some of those affected service parts had been used in vehicle repairs for vehicles not previously covered by this safety recall.
Based on this information, it was determined that certain vehicles could be identified outside of the prior recall (21V-920) population that received a potentially involved service part.
December 21, 2021
Based on the new information explained above, Toyota
decided to amend the vehicle population in recall 21V-920 to include the vehicles that could be identified as having a potentially affected service part. This Part 573 Report is being filed to cover service parts for which Toyota
does not have information identifying a specific vehicle in which an involved service part may have been installed.
Description of Corrective Repair Action:
All potential owners of vehicles that the subject parts are designed to fit will be notified by first class mail. They will be provided instructions on how to identify whether their vehicle may have been equipped with an involved service part, or they can take their vehicle to a Toyota
dealer to complete this check. If an affected power steering gear assembly has been installed, Toyota
dealers will replace it with a new one at no cost to owners.
Reimbursement Plan for pre-notification remedies
As the owner notification letters will be mailed out well within the active period of the Toyota
Limited Warranty for Parts and Accessories applicable to the involved service parts, all involved vehicle owners for this recall would have been provided a repair at no cost under Toyota
’s Warranty.
Recall Schedule:
Notifications to owners of the affected service parts will occur by February 21, 2022. A copy of the draft owner notification will be submitted as soon as it is available.
Distributor/Dealer Notification Schedule:
Notifications to distributors/dealers will be sent on December 23, 2021. Copies of dealer communications will be submitted as they are issued.

While manual steering remains functional, the loss of power steering assist may increase the steering effort needed and can increase the risk of a crash. Remedy Toyota
is currently preparing the remedy for this issue. Dealers will receive additional notification in January explaining your degree of involvement for vehicles which may have had an involved steering gear assembly service part installed. estimates that 25% of the involved service parts may contain a groove of an incorrect shape where the circlip is installed because one of the four pieces of equipment that machine this groove had the damaged teeth on the cutting tool, as further described in this report. If installed in a vehicle, whether this issue will cause a sufficient amount of power steering fluid leaking due to the circlip becoming disengaged from this groove and lead to a sudden loss of power steering assist depends on the vehicle driving conditions. 5. Description of Problem: The subject power steering gear assemblies are service parts designed for 2007-2021 Toyota
Tundra and 2008-2022 Toyota
Sequoia which have a power steering system where hydraulic pressure is applied through power steering fluid entering the gear assembly. An oil seal, an end stopper, and a circlip are used to contain the hydraulic fluid within the gear assembly. During a specific production period at the supplier, one of the four pieces of equipment that machine the groove in the gear assembly where the circlip is installed was not creating a groove of the correct shape. When the circlip is installed in a groove of an incorrect shape created by this piece of equipment, the circlip may not be able to hold the oil seal and end stopper in position. This can result in oil leaking from the gear assembly. After a sufficient amount of oil has leaked, it is possible that a sudden loss of power steering assist may occur. In this condition, the steering system will revert to manual steering mode, and steering control can be maintained at all times. However, suspension of power steering assist results in increased steering effort at low vehicle speeds and increases the risk of a crash. 6. Chronology of Principal Events: November 23, 2021 Toyota
filed a Part 573 Defect Information Report (21V-920) covering production vehicles that may have been originally equipped with a steering gear assembly with the issue described above. As indicated in that report, Toyota
continued to investigate whether service parts could also be affected. See chronology in attached Part 573 report for 21V-920. November – December 2021 Toyota
continued its investigation to determine whether service replacement parts that may contain the defect were distributed to dealers and were used for vehicle repairs. On November 16, Toyota
received a dealer product report regarding a vehicle that had been repaired with a service part steering gear assembly, which experienced a sudden loss of power steering assist and a fluid leak from the gear assembly. Toyota
recovered the part and sent it to the supplier for investigation. The supplier later reported that the service part contained the same defect. Concurrently, Toyota
conducted a further review of its records and identified that service parts were ordered and shipped to dealers and distributers. In addition, based on a review of service history, Toyota
identified that some of those affected service parts had been used in vehicle repairs for vehicles not previously covered by this safety recall. Based on this information, it was determined that certain vehicles could be identified outside of the prior recall (21V-920) population that received a potentially involved service part. December 21, 2021 Based on the new information explained above, Toyota
decided to amend the vehicle population in recall 21V-920 to include the vehicles that could be identified as having a potentially affected service part. This Part 573 Report is being filed to cover service parts for which Toyota
does not have information identifying a specific vehicle in which an involved service part may have been installed. 7. Description of Corrective Repair Action: All potential owners of vehicles that the subject parts are designed to fit will be notified by first class mail. They will be provided instructions on how to identify whether their vehicle may have been equipped with an involved service part, or they can take their vehicle to a Toyota
dealer to complete this check. If an affected power steering gear assembly has been installed, Toyota
dealers will replace it with a new one at no cost to owners. Reimbursement Plan for pre-notification remedies As the owner notification letters will be mailed out well within the active period of the Toyota
Limited Warranty for Parts and Accessories applicable to the involved service parts, all involved vehicle owners for this recall would have been provided a repair at no cost under Toyota
’s Warranty. 8. Recall Schedule: Notifications to owners of the affected service parts will occur by February 21, 2022. A copy of the draft owner notification will be submitted as soon as it is available. 9. All dealership technicians performing this repair are required to successfully complete the most current version of the E-Learning course “Safety Recall and Service Campaign Essentials”. Conduct all non-completed Safety Recalls and Service Campaigns on the vehicle during the time of appointment. Repair Quality Confirmation The repair quality of covered vehicles is extremely important to Toyota. To help ensure that all vehicles have the repair performed correctly, please designate at least one associate (someone other than the individual who performed the repair) to verify the repair quality of every vehicle prior to customer delivery. Parts Recovery Procedures All parts replaced as part of this Equipment Recall must be turned over to the parts department until appropriate disposition is determined. The parts department must retain these parts until notification via the Parts Recovery System (PRS) is received indicating whether to ship or scrap the parts. These parts are utilized by various departments for defect analysis, quality control analysis, product evaluation, as well as other purposes. To help minimize dealer storage challenges, Toyota recommends that dealers: • File the campaign claim accurately and promptly. The time a dealer is required to hold parts is based on when the campaign claim is paid by Toyota. • Monitor the Warranty Parts Recovery Notifications and Part Scrap Report regularly. Production Dates : JUL 26, 2021 – OCT 21, 2021 Description of Defect : Description of the Defect : The subject power steering gear assemblies are service parts designed for 2007-2021 Toyota Tundra and 2008-2022 Toyota Sequoia which have a power steering system where hydraulic pressure is applied through power steering fluid entering the gear assembly. An oil seal, an end stopper, and a circlip are used to contain the hydraulic fluid within the gear assembly. During a specific production period at the supplier, one of the four pieces of equipment that machine the groove in the gear assembly where the circlip is installed was not creating a groove of the correct shape. When the circlip is installed in a groove of an incorrect shape created by this piece of equipment, the circlip may not be able to hold the oil seal and end stopper in position. This can result in oil leaking from the gear assembly. After a sufficient amount of oil has leaked, it is possible that a sudden loss of power steering assist may occur. In this condition, the steering system will revert to manual steering mode, and steering control can be maintained at all times. However, suspension of power steering assist results in increased steering effort at low vehicle speeds and increases the risk of a crash.
