Summary
Toyota Motor Engineering & Manufacturing (Toyota
) is recalling certain 2022-2023 Tacoma vehicles. One or more of the individual welds in the upper child seat anchors may be insufficient. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 225, “Child Restraint Anchorage System.”
Remedy
Dealers will inspect the upper child seat anchors and reweld the child seat anchors, as necessary. Owner notification letters are expected to be mailed September 02, 2022. Owners may contact Toyota’s customer service at 1-800-331-4331. Toyota
’s number for this recall is 22TB09/ 22TA09.

On July 21, 2022, Toyota filed a Noncompliance Information Report (NCIR) with the National Highway Traffic Safety Administration (NHTSA) informing the agency of our intent to conduct a voluntary Safety (Noncompliance) Recall on certain 2022 – 2023 model year Tacoma vehicles.
Condition
The upper child seat anchors of the involved vehicles may not have been welded sufficiently and may not meet minimum strength requirements. Vehicles with upper child seat anchor welds that do not meet strength requirements do not comply with applicable regulations in the U.S. An insufficient weld may allow the child seat to move during a sudden stop or crash, increasing the risk of injury.
Remedy
Any authorized Toyota dealer will inspect the welds on the upper child seat anchors FREE OF CHARGE. If an insufficient weld is identified, additional welds will be added to the affected upper child seat anchor(s) FREE OF CHARGE.
Note: At this time, Toyota expects approximately 1 out of every 20 vehicles (about 5%) will have at least one insufficient weld identified.
Covered Vehicles
There are approximately 75,300 vehicles covered by this Safety (Noncompliance) Recall. There are no vehicles distributed to Puerto Rico involved in this Safety (Noncompliance) Recall.
Owner Letter Mailing Date
Toyota will notify owners by mid-September 2022. A sample of the owner notification letter has been included for your reference.
Toyota makes significant effort to obtain current customer name and address information from each state through industry resources when mailing owner letters. In the event your dealership receives a notice for a vehicle that was sold prior to the Safety (Noncompliance) Recall announcement, it is the dealership’s responsibility to forward the owner letter to the customer who purchased the vehicle.
Please note that only owners of the covered vehicles will be notified. If you are contacted by an owner who has not yet received a notification, please verify eligibility by confirming through TIS prior to performing repairs. Dealers should perform the repair as outlined in the Technical Instructions found on TIS.
New Vehicles in Dealership Inventory
There are approximately 130 vehicles in new dealer inventory as of July 15, 2022.
Inspection Reminder Mirror Hang Tags for Covered Vehicles in New Dealer Stock
To easily recognize vehicles involved in this Safety (Noncompliance) Recall, each dealership should utilize Inspection Reminder Hang Tags. Inside the vehicle’s glove box are stickers containing the VIN. Apply one of these stickers to the hang tag and install the hang tag in the vehicle. A sample copy of the Inspection Reminder Hang Tag has been included for your reference.
Pre-Owned Vehicles in Dealer Inventory
To ensure customer satisfaction, Toyota requests that dealers complete this Safety Recall on any used vehicles currently in dealer inventory that are covered by this Safety Recall prior to customer delivery. However, if the campaign cannot be completed (for example, due to remedy parts availability), delivery of a covered vehicle is acceptable if disclosed to the customer that the vehicle is involved in a Safety Recall.
Toyota expects dealers to use the attached Customer Contact and Vehicle Disclosure Form to obtain vehicle buyer information. Dealers are expected to provide a copy of the completed form, along with the most current FAQ, to the vehicle buyer. Toyota
and the dealer may use this information to contact the customer when the remedy becomes available.
Keep the completed form on file at the dealership and send a copy to quality_compliance@toyota.com. In the subject line of the email state “Disclosure Form 22TA09” and include the VIN.
NOTE: Dealers can identify if any of their new and used inventory has any open campaigns in the Vehicle Inventory Summary available in Dealer Daily (Non SET and GST dealers: https://dealerdaily.toyota.com/). The Vehicle Inventory Summary may take up to 4 hours to populate information for newly launched campaigns.
Toyota Certified Used Vehicle (TCUV)
The TCUV policy prohibits the certification of any vehicle with an outstanding Safety Recall, Special Service Campaign, or Limited Service Campaign. Thus, no affected units are to be designated, sold, or delivered as a TCUV until all applicable Safety Recalls, Special Service Campaigns, and Limited Service Campaigns have been completed on that vehicle.
Toyota Rent-A-Car (TRAC) & Service Loaners
Toyota requests that dealers remove all TRAC and Service Loaner vehicles from service that are covered by a Safety Recall unless the defect has been remedied.

The subject vehicles are equipped with three (3) upper child seat anchors for the rear seat, shown in the illustration below. The upper anchors are designed to secure child restraint systems featuring a top “tether” strap.

Until the remedy is performed on your vehicle, please refer to the owner’s manual or other instructions provided with your child restraint system to determine if there are alternate means to secure your child seat. Always follow the instructions provided with your child restraint system. In addition, you may wish to use a different vehicle to transport your child until the remedy is performed. Children should always be transported in a child seat that is appropriate for their age and weight.

Q6: How long will the repair take?
The inspection should take about one hour. If any insufficient welds are identified during the inspection process, your dealer may need to coordinate with a third-party collision center to add additional welds to the affected upper child seat anchor. The welding process should take about 8 hours. However, depending upon the Toyota dealer’s work schedule, and the third-party collision center’s work schedule, it may be necessary to make the vehicle available for a longer period. Your dealer may provide you with a loaner vehicle for the duration the third-party collision center is performing the welding repair to your vehicle.

Toyota estimates that approximately 5% of the involved vehicles contain one or more insufficient spot-welds. Whether the involved vehicles that contain insufficient spot-weld(s) will result in the noncompliance described in Section 5 is dependent on the specific condition of the insufficient welds and the number of them present in each vehicle.
Description of Noncompliance:
The second-row seats of the subject vehicles contain upper child seat anchors that are welded to the rear seat back panel assembly and that are used to secure the top tether of a forward-facing child seat. Due to a change in the manufacturing process, there is a possibility that one or more of the individual welds in the upper child seat anchors may not be sufficient and may not allow the anchors to meet minimum strength requirements. Vehicles with child seat anchors that do not meet the minimum strength requirements fail to comply with the requirements of Federal Motor Vehicle Safety Standard Number 225, “Child Restraint Anchorage Systems,” paragraph S6.3. An insufficient weld may prevent the child seat from being anchored securely to the rear seat back panel and may allow the child seat to move during a sudden stop or crash, increasing the risk of injury.
Test Results and Other Information:
In mid May 2022, during an inspection that was performed at a Toyota vehicle production facility, a Toyota
team member found that an upper child seat anchor was separated from the rear seat back panel and could be moved by hand. As a result, Toyota
inspected additional rear seat back panels on other vehicles at the production facility and found the that the upper child seat anchors on some of those vehicles also could be moved by hand. An inspection process was implemented at the production facility to inspect the sufficiency of the spot-welds on the rear seat back panel.
In early June2022, Toyota further investigated the issue and reviewed quality inspection data from the supplier. It was then discovered that there was a change made on September 30, 2021, to the welding parameters for the spot-welds for the upper child seat anchors to prevent a burr formation. After analyzing the data regarding the weld conditions before and after the change, it was found that the weld size and penetration depth had decreased since the process change.
Toyota hypothesized that the decrease in weld dimensions may have affected the strength of the spot-welds. Mid-June, Toyota
decided to perform a pull test comparison for upper child seat anchor parts welded with the aforementioned condition and with parts that met the inspection criteria. This testing indicated that the parts that did not meet the inspection criteria separated at a lower force than parts which passed the inspection check criteria. Based on this information, Toyota
evaluated whether the strength of the upper child seat anchor welds that did not pass the inspection criteria could impact their performance under FMVSS 225, paragraph S6.3.1.
On July 15, 2022, Toyota decided that the subject vehicles may not meet the strength requirements for upper anchorages in FMVSS No. 225, paragraph S6.3 and decided to conduct a recall.
Description of Corrective Repair Action:
Toyota is currently developing the remedy for this issue. Once the remedy has been finalized, affected owners will be notified by first-class mail to take their vehicles to a Toyota
dealer to have the repair performed free of charge.
Reimbursement Plan for pre-notification remedies
As the owner notification letters will be mailed out well within the active period of the Toyota New Vehicle Limited Warranty (“Warranty”), all involved vehicle owners for this recall would have been provided a repair at no cost under Toyota
’s Warranty.
Recall Schedule:
Notifications to owners of the affected vehicles will occur by September 15, 2022. A copy of the draft owner notification letter(s) will be submitted as soon as available.
Distributor/Dealer Notification Schedule:
Notifications to distributors/dealers will be sent by July 21, 2022. Copies of dealer communications will be submitted as they are issued.

Percentage of Vehicles Estimated to Actually Experience Noncompliance: Toyota estimates that approximately 5% of the involved vehicles contain one or more insufficient spot-welds. Whether the involved vehicles that contain insufficient spot-weld(s) will result in the noncompliance described in Section 5 is dependent on the specific condition of the insufficient welds and the number of them present in each vehicle. 5. Description of Noncompliance: The second-row seats of the subject vehicles contain upper child seat anchors that are welded to the rear seat back panel assembly and that are used to secure the top tether of a forward-facing child seat. Due to a change in the manufacturing process, there is a possibility that one or more of the individual welds in the upper child seat anchors may not be sufficient and may not allow the anchors to meet minimum strength requirements. Vehicles with child seat anchors that do not meet the minimum strength requirements fail to comply with the requirements of Federal Motor Vehicle Safety Standard Number 225, “Child Restraint Anchorage Systems,” paragraph S6.3. An insufficient weld may prevent the child seat from being anchored securely to the rear seat back panel and may allow the child seat to move during a sudden stop or crash, increasing the risk of injury. 6. Test Results and Other Information: In mid May 2022, during an inspection that was performed at a Toyota vehicle production facility, a Toyota team member found that an upper child seat anchor was separated from the rear seat back panel and could be moved by hand. As a result, Toyota inspected additional rear seat back panels on other vehicles at the production facility and found the that the upper child seat anchors on some of those vehicles also could be moved by hand. An inspection process was implemented at the production facility to inspect the sufficiency of the spot-welds on the rear seat back panel. In early June2022, Toyota further investigated the issue and reviewed quality inspection data from the supplier. It was then discovered that there was a change made on September 30, 2021, to the welding parameters for the spot-welds for the upper child seat anchors to prevent a burr formation. After analyzing the data regarding the weld conditions before and after the change, it was found that the weld size and penetration depth had decreased since the process change. Toyota hypothesized that the decrease in weld dimensions may have affected the strength of the spot-welds. Mid-June, Toyota decided to perform a pull test comparison for upper child seat anchor parts welded with the aforementioned condition and with parts that met the inspection criteria. This testing indicated that the parts that did not meet the inspection criteria separated at a lower force than parts which passed the inspection check criteria. Based on this information, Toyota evaluated whether the strength of the upper child seat anchor welds that did not pass the inspection criteria could impact their performance under FMVSS 225, paragraph S6.3.1. On July 15, 2022, Toyota decided that the subject vehicles may not meet the strength requirements for upper anchorages in FMVSS No. 225, paragraph S6.3 and decided to conduct a recall. 7. Description of Corrective Repair Action: Toyota is currently developing the remedy for this issue. Once the remedy has been finalized, affected owners will be notified by first-class mail to take their vehicles to a Toyota dealer to have the repair performed free of charge. Reimbursement Plan for pre-notification remedies As the owner notification letters will be mailed out well within the active period of the Toyota New Vehicle Limited Warranty (“Warranty”), all involved vehicle owners for this recall would have been provided a repair at no cost under Toyota’s Warranty. 8. Recall Schedule: Notifications to owners of the affected vehicles will occur by September 15, 2022. A copy of the draft owner notification letter(s) will be submitted as soon as available. 9. Under Title 49, Section 30112 of the United States Code, a dealer cannot sell, offer for sale, or introduce or deliver for introduction in interstate commerce a new motor vehicle when it is aware that the vehicle does not comply with an applicable Federal Motor Vehicle Safety Standard or contains a defect related to motor vehicle safety. Further, 49 Code of Federal Regulations §577.13 requires us to provide the following advisory: It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied. Toyota reimburses dealers for flooring costs associated with new vehicles held in dealership inventory until the recall remedy becomes available. Toyota provides these flooring reimbursements at 60-day intervals. Toyota reserves the right to withhold or charge-back any flooring reimbursement funds that may have been paid to the dealer if it determines that a new vehicle subject to a safety recall was sold without first being remedied. Pre-Owned Vehicles in Dealer Inventory Toyota typically requests that dealers NOT deliver any pre-owned vehicles in dealer inventory that are covered by a Safety (Noncompliance) Recall unless the defect has been remedied. Further, 49 Code of Federal Regulations §577.13 requires us to provide the following advisory: It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied. Toyota reimburses dealers for flooring costs associated with new vehicles held in dealership inventory until the recall remedy becomes available. Toyota provides these flooring reimbursements at 60-day intervals. Toyota reserves the right to withhold or charge-back any flooring reimbursement funds that may have been paid to the dealer if it determines that a new vehicle subject to a safety recall was sold without first being remedied. To ensure that all vehicles have this inspection performed correctly; technicians performing this inspection are required to currently hold at least one of the following certification levels: • Expert Technician (any specialty) • Master Technician • Master Diagnostic Technician Always check which technicians can perform the inspection by logging on to https://www.uotdealerreports.com. It is the dealership’s responsibility to select technicians with the above certification level or greater to perform this inspection. Carefully review your resources, the technician skill level, and ability before assigning technicians to this repair. It is important to consider technician days off and vacation schedules to ensure there are properly trained technicians available to perform this inspection at all times. Note: 1.) Only authorized Toyota dealers are authorized to perform the child seat anchor weld inspection procedure (Section VI in the Technical Instructions). Toyota has decided that certain 2022 – 2023 model year Tacoma vehicles fail to conform to Federal Motor Vehicle Safety Standard (FMVSS) No. 225, “Child Restraint Anchorage Systems: paragraph S6.3 You received this notice because our records, which are based primarily on state registration and title data, indicate that you are the current owner. What is the condition? The upper child seat anchors of the involved vehicles may not have been welded sufficiently and may not meet minimum strength requirements. What will Toyota do? Any authorized Toyota dealer will inspect the welds on the upper child seat anchors FREE OF CHARGE. If an insufficient weld is identified, additional welds will be added to the affected upper child seat anchor(s) FREE OF CHARGE. SAMPLE This is an important Safety Recall The inspection should take about one hour. If any insufficient welds are identified during the inspection process, your dealer may need to coordinate with a third-party collision center to add additional welds to the affected upper child seat anchor. The welding process should take about 8 hours. However, depending upon the Toyota dealer’s work schedule, and the third-party collision center’s work schedule, it may be necessary to make the vehicle available for a longer period. Your dealer may provide you with a loaner vehicle for the duration the third-party collision center is performing the welding repair to your vehicle. What are the upper child seat anchors? The subject vehicles are equipped with three (3) upper child seat anchors for the rear seat, shown in the illustration below. The upper anchors are designed to secure child restraint systems featuring a top “tether” strap. Upper child seat anchors Are there any warnings that this condition exists? No. There are no warnings that this condition exists. Can I do anything to prevent the condition from happening? Until the remedy is performed on your vehicle, please refer to the owner’s manual or other instructions provided with your child restraint system to determine if there are alternate means to secure your child seat. Always follow the instructions provided with your child restraint system. In addition, you may wish to use a different vehicle to transport your child until the remedy is performed. Due to a change in the manufacturing process, there is a possibility that one or more of the individual welds in the upper child seat anchors may not be sufficient and may not allow the anchors to meet minimum strength requirements. As a result, Toyota inspected additional rear seat back panels on other vehicles at the production facility and found the that the upper child seat anchors on some of those vehicles also could be moved by hand. An inspection process was implemented at the production facility to inspect the sufficiency of the spot-welds on the rear seat back panel. In early June2022, Toyota further investigated the issue and reviewed quality inspection data from the supplier. It was then discovered that there was a change made on September 30, 2021, to the welding parameters for the spot-welds for the upper child seat anchors to prevent a burr formation. After analyzing the data regarding the weld conditions before and after the change, it was found that the weld size and penetration depth had decreased since the process change. Toyota hypothesized that the decrease in weld dimensions may have affected the strength of the spot-welds. Mid-June, Toyota decided to perform a pull test comparison for upper child seat anchor parts welded with the aforementioned condition and with parts that met the inspection criteria. This testing indicated that the parts that did not meet the inspection criteria separated at a lower force than parts which passed the inspection check criteria. Based on this information, Toyota evaluated whether the strength of the upper child seat anchor welds that did not pass the inspection criteria could impact their performance under FMVSS 225, paragraph S6.3.1. On July 15, 2022, Toyota decided that the subject vehicles may not meet the strength requirements for upper anchorages in FMVSS No. 225, paragraph S6.3 and decided to conduct a recall. Description of Remedy : Description of Remedy Program : Toyota is currently developing the remedy for this issue. Once the remedy has been finalized, affected owners will be notified by first-class mail to take their vehicles to a Toyota dealer to have the repair performed free of charge. As the owner notification letters will be mailed out well within the active period of the Toyota New Vehicle Limited Warranty (“Warranty”), all involved vehicle owners for this recall would have been provided a repair at no cost under Toyota’s Warranty.
