Summary
Toyota Motor Engineering & Manufacturing (Toyota
) is recalling certain 2019-2020 RAV4 and RAV4 Hybrid vehicles. The front lower suspension arms may have cracks, which may result in the suspension arm separating from the front wheel assembly.
Remedy
Toyota will notify owners, and dealers will replace both front lower suspension arms, free of charge. This recall began August 10, 2020. Owners may contact Toyota
customer service at 1-888-270-9371. Toyota
’s interim numbers for this recall are 20TB08 / 20TA08.

On May 20, 2020, Toyota filed a Defect Information Report (DIR) with the National Highway Traffic Safety Administration (NHTSA) informing the agency of our intent to conduct a voluntary Safety Recall on 2019 – 2020 model year Rav4 and Rav4 Hybrid vehicles.
Condition
The front lower suspension arms, which connect to the front wheels, on the subject vehicles may have been manufactured with improperly produced material. If a vehicle is driven frequently with rapid acceleration and deceleration over its lifetime, an involved front lower suspension arm can eventually separate, resulting in a loss of vehicle control and increasing the risk of a crash.
Remedy
Toyota is currently preparing the remedy for this issue. When the remedy is available, Toyota
dealers will replace both front lower suspension arms with new ones FREE OF CHARGE. At this time, Toyota
estimates the remedy can be available in July 2020.
Covered Vehicles
There are approximately 9,500 vehicles covered by this Safety Recall. Approximately 1,000 vehicles involved in this Safety Recall were distributed to Puerto Rico.
Owner Letter Mailing Date
Toyota will notify owners by mid-July 2020.
Toyota makes significant effort to obtain current customer name and address information from each state through industry resources when mailing owner letters. In the event your dealership receives a notice for a vehicle that was sold prior to the Safety Recall announcement, it is the dealership’s responsibility to forward the owner letter to the customer who purchased the vehicle.
Please note that only owners of the covered vehicles will be notified. If you are contacted by an owner who has not yet received a notification, please verify eligibility by confirming through TIS prior to performing repairs. Dealers should perform the repair as outlined in the Technical Instructions found on TIS.
Dealer Inventory Procedures
New Vehicles in Dealership Inventory
There are approximately 410 vehicles in new dealer inventory as of May 19, 2020.
![]() | Under Title 49, Section 30112 of the United States Code, a dealer cannot sell, offer for sale, or introduce or deliver for introduction in interstate commerce a new motor vehicle when it is aware that the vehicle does not comply with an applicable Federal Motor Vehicle Safety Standard or contains a defect related to motor vehicle safety. Further, 49 Code of Federal Regulations §577.13 requires us to provide the following advisory: It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied.

Inspection Reminder Mirror Hang Tags for Covered Vehicles in New Dealer Stock
To easily recognize vehicles involved in this Safety Recall, each dealership should utilize Inspection Reminder Hang Tags. Inside the vehicle’s glove box are stickers containing the VIN. Apply one of these stickers to the hang tag and install the hang tag in the vehicle. A sample copy of the Inspection Reminder Hang Tag has been included for your reference.

Pre-Owned Vehicles in Dealer Inventory
Toyota typically requests that dealers NOT deliver any pre-owned vehicles in dealer inventory that are covered by a Safety Recall unless the defect has been remedied. In this case, until remedy parts are available, delivery of a pre-owned vehicle is acceptable if disclosed to the customer that the vehicle is involved in this Safety Recall and that the remedy is currently being prepared by Toyota
.
Toyota expects dealers to use the attached Customer Contact and Vehicle Disclosure Form to obtain vehicle buyer information. Dealers are expected to provide a copy of the completed form, along with the most current FAQ, to the vehicle buyer. Toyota
and the dealer may use this information to contact the customer when the remedy becomes available.
Keep the completed form on file at the dealership and send a copy to quality_compliance@toyota.com. In the subject line of the email, state “Disclosure Form 20TA08/20TB08” and include the VIN.

Toyota Certified Used Vehicle (TCUV)
The TCUV policy prohibits the certification of any vehicle with an outstanding Safety Recall, Special Service Campaign, or Limited Service Campaign. Thus, no affected units are to be designated, sold, or delivered as a TCUV until all applicable Safety Recalls, Special Service Campaigns, and Limited Service Campaigns have been completed on that vehicle.
Toyota Rent-A-Car (TRAC) & Service Loaners
Toyota requests that dealers remove all TRAC and Service Loaner vehicles from service that are covered by a Safety Recall unless the defect has been remedied.

Until the remedy is available, customers who are uncomfortable driving their vehicle during the interim phase may receive a loaner vehicle or alternative transportation through Toyota Rent-A-CAR (TRAC) which can be claimed for $35 per day.

Head Unit Notifications
Head unit notifications are electronic messages that are displayed in the vehicle’s audio system screen. Customers who receive head unit notification regarding this Safety Recall are requested to schedule an appointment with their authorized dealer to have this Safety Recall completed.
When these messages are received by the vehicle’s Data Communication Module, the head unit will display a pop-up prompt stating that the vehicle has a new Safety Recall. The prompt will contain options to ‘Snooze’ or to ‘View’ the message. If a customer chooses ‘Snooze’, the message will continue to reappear every 20 minutes until the customer chooses ‘View’. If a customer views and then closes the message, the message will be available in the Notification App if the customer chooses to review it again. If the vehicle’s completion status remains incomplete for a period of 90 days from the message being viewed, the head unit may display a renotification pop-up prompt as an additional reminder to the customer to have this Safety Recall completed.
The message will completely clear from the vehicle once the following conditions are met: The Safety Recall is completed, the dealer has filed a claim, and the claim is approved by Toyota. Then the message will be cleared at the next clearing cycle, which currently happens weekly.
Owners who receive a head unit notification after having this Safety Recall completed can be advised to ignore the message. Owners with additional concerns can be directed to the Toyota Customer Experience Center (1888-270-9371) – Monday through Friday, 7:00 am to 7:00 pm, Saturday 7:00 am to 4:30 pm Central Time.

Technician Training Requirements
The repair quality of covered vehicles is extremely important to Toyota. All dealership technicians performing this recall are required to successfully complete the most current version of the E-Learning course “Safety Recall and Service Campaign Essentials”. To ensure that all vehicles have the repair performed correctly; technicians performing this repair are required to currently hold at least one of the following certification levels:
- Certified Technician (Chassis)
- Expert Technician (any specialty)
- Master Technician
- Master Diagnostic Technician
Always check which technicians can perform the repair by logging on to https://www.uotdealerreports.com. It is the dealership’s responsibility to select technicians with the above certification level or greater to perform this recall repair. Carefully review your resources, the technician skill level, and ability before assigning technicians to this repair. It is important to consider technician days off and vacation schedules to ensure there are properly trained technicians available to perform this repair at all times.
Remedy Procedures
Refer to TIS for Technical Instructions on repair. Conduct all non-completed Safety Recalls and Service Campaigns on the vehicle during the time of appointment.
Repair Quality Confirmation
The repair quality of covered vehicles is extremely important to Toyota. To help ensure that all vehicles have the repair performed correctly, please designate at least one associate (someone other than the individual who performed the repair) to verify the repair quality of every vehicle prior to customer delivery.
Parts Recovery Procedures
All parts replaced as part of this Safety Recall must be turned over to the parts department until appropriate disposition is determined. The parts department must retain these parts until notification via the Parts Recovery System (PRS) is received indicating whether to ship or scrap the parts. These parts are utilized by various departments for defect analysis, quality control analysis, product evaluation, as well as other purposes.
To help minimize dealer storage challenges, Toyota recommends that dealers:
- File the campaign claim accurately and promptly. The time a dealer is required to hold parts is based on when the campaign claim is paid by Toyota
.
- Monitor the Warranty Parts Recovery Notifications and Part Scrap Report regularly.

The front lower suspension arms, which connect to the front wheels, on the subject vehicles may have been manufactured with improperly produced material. Under certain driving conditions, over time, affected front lower suspension arms can separate from the front wheel assembly, resulting in a loss of vehicle control and an increase risk of a crash.
What will Toyota do?
Any authorized Toyota dealer will replace both front lower suspension arms with new ones FREE OF CHARGE.
This is an important Safety Recall.
The remedy will take approximately three hours. However, depending on the dealer’s work schedule, it may be necessary to make your vehicle available for a longer period of time. Unknown. Toyota is unable to provide an estimate of the percentage of vehicles to actually contain the defect. Whether a crack exists in any particular front lower suspension arm will depend on production variation. In addition, whether a crack, that exists, will lead to a separation of the lower suspension arm while driving at higher speeds depends, in each case, on the depth of the crack on the front lower arm when manufactured and the driving patterns of the vehicle.
- Description of Problem:
The subject vehicles are equipped with front lower suspension arms connecting the front wheels to the vehicle front cross member. Due to certain improper production conditions that occurred at the steel material supplier, a steel slab that was used to produce front lower suspension arms may have had cracks on some portions of its surface. If a vehicle with an affected front lower suspension arm(s) is driven frequently with rapid acceleration and deceleration over its lifetime, the cracks in the affected arms could propagate and the suspension arm can eventually separate from the front wheel assembly. This may result in a loss of vehicle control and increase the risk of a crash.
- Chronology of Principal Events:
October 2019 – November 2019
In October 2019, Toyota identified cracks on the surface of 5 lower suspension arms at one of its manufacturing facilities. Toyota inspected approximately 4,680 lower suspension arms at two manufacturing facilities and found no additional arms with cracks. The 5 parts that had cracks were sent to the steel supplier for investigation and the supplier identified that the maximum depth of the cracks on these parts was approximately 230µm.
Toyota conducted a statistical analysis based on that data and estimated the largest crack that could have potentially been produced to be approximately 500µm. Toyota began conducting a large load induced test (to simulate striking a curb from the front and from the side) and a durability test (to simulate frequent driving with rapid acceleration and deceleration over a vehicle lifetime) with arms containing a 500µm crack that was artificially made. The results of the testing showed that the cracks did not propagate into a fracture.
Since an oxidized material layer was found within the cracks on these arms, Toyota began investigating the process at the steel supplier. Toyota suspected that the issue may have occurred during a process at the steel supplier because this oxidized material layer can only be generated when the material is exposed to air during high temperature conditions, which exists as part of the steel supplier’s manufacturing process.
December 2019 to January 2020
Toyota conducted a review of the production records from the supplier and it was determined that a combination of various factors may have led to cracks developing on some portions of the surface of the steel slab that was used to make the aforementioned 5 arms where cracking was observed. First, this steel slab had a slight curve and had been in contact with a cold slab when stacked while the slabs were conveyed between processes. This may have caused certain portions of the slab to be rapidly cooled. After this slab was no longer in contact with a cold slab, it experienced higher levels of thermal recovery from internal heat in the steel material. This may have changed the internal micro structure of the slab resulting in a decrease of material strength. Then, during the next process, this slab experienced rapid heating due to the slab in front of it being shorter resulting in more exposure to the high temperatures in that process. Based on the supplier’s production records, it was determined that there was only one slab that was made with all of the factors mentioned above. As a result, the supplier implemented a material handling policy that prohibited the contact of cold slabs with hot slabs during its material handling process.
During this timeframe, the supplier also inspected lower suspension arms that were sent to another Toyota plant. These arms had been potentially produced from material from the same steel slab and had arrived at the production plant during this timeframe. The inspection identified two additional lower arms containing surface cracks. Those parts were sent to Japan for further investigation.
February 2020 to Early May 2020
Based on the supplier’s further investigation of the two additional recovered arms with cracks, a maximum crack depth of approximately 580µm was observed on these parts. Using this updated data, Toyota revised its statistical analysis and estimated that the largest crack that could have potentially been produced to be approximately 1,000µm.
To further investigate the potential field implications, Toyota conducted the aforementioned large load induced test and durability test again with arms with an artificially made 1,000µm crack. While the large load test still showed that the crack did not propagate into a fracture, the crack did propagate into a fracture during the durability test. Toyota determined that if a vehicle with an affected front lower suspension arm(s) is driven frequently with rapid acceleration and deceleration over its lifetime, the cracks in the affected arms could propagate and the arm can eventually separate from the front wheel assembly. This may result in a loss of vehicle control and increase the risk of a crash.
May 14, 2020
Based on the results of the above investigation, Toyota decided to conduct a voluntary safety recall campaign for the vehicles identified above.
As of May 14, 2020, based on a diligent review of records, Toyota’s best engineering judgement is that there are no Toyota Field Technical Reports and warranty claims that have been received from U.S. sources that relate or may relate to this condition and which were considered in the decision to submit this report.
- Description of Corrective Repair Action:
All known owners of the subject vehicles will be notified by first class mail to return their vehicles to a Toyota dealer. For all involved vehicles, Toyota dealers will replace both front lower suspension arms with new ones free of charge.
Reimbursement Plan for pre-notification remedies
As the owner notification letters will be mailed out well within the active period of the Toyota New Vehicle Limited Warranty (“Warranty”), all involved vehicle owners for this recall would have been provided a repair at no cost under Toyota’s Warranty.
- Recall Schedule:
Notifications to owners of the affected vehicles will occur by July 19, 2020. A copy of the draft owner notification will be submitted as soon as it is available.

IV. BACKGROUND
The front lower suspension arms, which connect to the front wheels, on the subject vehicles may
have been manufactured with improperly produced material. Under certain driving conditions,
over time, affected front lower suspension arms can separate from the front wheel assembly,
resulting in a loss of vehicle control and an increase risk of a crash.

Detach the clip and remove the front fender front splash shield. b. For Long Type: 1. Remove the 4 screws. 2. Detach the clip and remove the front fender front splash shield. 3. REMOVE NO. 1 ENGINE UNDER COVER a. Remove the 2 bolts and 10 screws. (Short Type Front Fender Front Splash Shield). b. Remove the 2 bolts and 8 screws. (Long Type Front Fender Front Splash Shield). c. Detach the guide and remove the No. 1 engine under cover. 4. REMOVE NO. 2 ENGINE UNDER COVER a. Remove the 2 bolts, 2 screws, 6 clips. p 8 5. REMOVE UNDER COVER HEAT SHIELD (HV ONLY) a. Remove the 2 clips and engine under cover heat insulator. 6. REMOVE FRONT FLOOR COVER LH (HV only) a. Remove the 2 bolts, 4 screws and clip. b. Detach the clips and remove the front floor cover LH. 7. REMOVE FRONT FLOOR COVER RH (HV only) a. Remove the 2 bolts, 3 screws and clip. b. Detach the clips and remove the front floor cover RH. 8. REMOVE FRONT FLOOR COVER LH a. Detach the 3 clips and remove the 2 bolts and 5 screws. b. Loosen the 3 nuts and remove the front floor cover LH from the body. H 9 9. REMOVE FRONT FLOOR COVER RH a. Detach the 2 clips and remove the 2 bolts and 4 screws. b. Loosen the 3 nuts and remove the front floor cover RH from the body. 10. REMOVE FRONT FENDER APRON SEAL LH & RH a. Remove the 2 bolts and clip. 11. SEPARATE FRONT STABILIZER LINK ASSEMBLY LH & RH a. Remove the nut and separate the front stabilizer link assembly from the front shock absorber assembly. Note: If the stud bolt turns together with the nut, use a 6mm hexagon socket wrench to hold the stud bolt. 12. REMOVE SUSPENSION ARM ASSEMBLY LH & RH a. Remove the bolt and 2 nuts and separate the front lower No. 1 suspension arm sub-assembly from the front lower ball joint assembly. Note: DO NOT let the front lower No. 1 suspension arm contact the front lower ball joint assembly. 10 b. Remove the 3 bolts, nut and front lower No. 1 suspension arm sub-assembly from the front frame assembly. Note: DO NOT turn the nut. The nut has its own stopper. Loosen the bolt while securing the nut. 13. REMOVE BUSHING STOPPER a. Remove the front lower arm bushing stopper from the front lower No. 1 suspension arm sub-assembly. VII. INSTALL THE FRONT SUSPENSION ARM SUB-ASSY (LH & RH) 1. CHECK THE MARK STAMPED ON THE NEW FRONT LOWER NO. 1 ARM SUB-ASSEMBLY 2. INSTALL THE NEW FRONT LOWER NO. 1 SUSPENSION ARM SUB-ASSEMBLY (LH & RH) a. Install the front lower arm bushing stopper to the front lower No. 1 suspension arm sub-assembly. Note: DO NOT install the front lower arm bushing stopper in the wrong direction. ♦:Bolt s>:Nut C403151E1

b. Install the front lower No. 1 suspension arm subassembly
to the front frame assembly with the 3 bolts
and nut in the order shown in the illustration.
Torque:
Bolt (1) & (2): 148 ft. lbs {200 N∙m, 2039 kgf·cm}
Bolt (3): 100 ft. lbs {135 N·m, 1377 kgf·cm}
DO NOT turn the nut. The nut has its own
stopper. Tighten the bolt while securing
the nut.
c. Connect the front lower No. 1 suspension arm subassembly
to the front lower ball joint assembly with the
bolt and 2 nuts.
Torque: 68 ft. lbs {92 N·m, 938 kgf·cm}
3. INSTALL FRONT STABILIZER LINK ASSEMBLY LH &
RH
a. Install the front stabilizer link assembly to the front shock
absorber with the nut.
Torque: 55 ft lbs. {74 N·m, 755 kgf·cm}
Note: If the stud bolt turns together with the nut, use a 6mm
hexagon socket wrench to hold the stud bolt.
4. INSTALL FRONT FENDER APRON SEAL LH & RH
a. Install the front fender apron seal with the 2 bolts and
clip.
Torque: 66 in. lbs {7.5 N·m, 76 kgf·cm}
5. INSTALL FRONT FLOOR COVER RH
a. Install the front floor cover and tighten the 3 nuts.
Torque: 66 in. lbs {7.5 N·m, 76 kgf·cm}

b. Attach the 2 clips and install the 2 bolts and 4 screws.
Torque: 66 in. lbs {7.5 N·m, 76 kgf·cm}
6. INSTALL FRONT FLOOR COVER LH
a. Install the front floor cover LH and tighten the 3 nuts.
Torque: 66 in. lbs {7.5 N·m, 76 kgf·cm}
b. Attach the 3 clips and install the 2 bolts and 5 screws.
Torque: 66 in. lbs {7.5 N·m, 76 kgf·cm}
14. INSTALL FRONT FLOOR COVER RH (HV only)
a. Attach the clips to install the front floor cover RH.
b. Install the 2 bolts, 3 screws and clip.
Torque: 66 in. lbs {7.5 N·m, 76 kgf·cm}
15. INSTALL FRONT FLOOR COVER LH (HV only)
a. Attach the clips to install the front floor cover LH.
b. Install the 2 bolts, 4 screws and clip.
Torque: 66 in. lbs {7.5 N·m, 76 kgf·cm}

16. INSTALL UNDER COVER HEAT SHIELD (HV only)
a. Install the engine under cover heat insulator with the 2
clips.
7. INSTALL NO. 2 ENGINE UNDER COVER
a. Install the No 2. Engine under cover assembly
with the 2 bolts, 2 screws and 6 clips.
Torque: Bolt: 66 in. lbs {7.5 N·m, 76 kgf·cm}
8. INSTALL NO. 1 ENGINE UNDER COVER
a. Attach the guise and install the No. 1 engine
under cover.
b. Install the 2 bolts and 10 screws. (Short Type
Front Fender Front Splash Shield).
c. Install the 2 bolts and 8 screws. (Long Type Front
Fender Front Splash Shield).
Torque: Bolt: 66 in. lbs {7.5 N·m, 76 kgf·cm}
9. INSTALL FRONT FENDER SPLASH SHIELD LH & RH
a. For Short Type:
1. Attach the clip to install the front fender front splash
shield.
2. Install the 3 screws.
b. For Long Type:
1. Attach the clip to install the front fender front splash
shield.
2. Install the 4 screws.

11.INSPECT AND ADJUST FRONT WHEEL ALIGNMENT
a. Follow the Repair Manual procedure to inspect and adjust front wheel alignment.
