Summary
Toyota Motor Engineering & Manufacturing (Toyota) is recalling certain 2018-2020 Toyota Tundra vehicles equipped with LED headlight assemblies. Due to a wiring error, the front turn signals may not flash brightly enough. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 108, “Lamps, Reflective Devices, and Associated Equipment.”
Remedy
Toyota will notify owners, and dealers will modify the wire harness connected to the front turn signal bulbs free of charge. The recall began August 17, 2020. Owners may contact Toyota customer service at 1-800-270-9371. Toyota’s number for this recall is 20TB12/20TA12.

On July 15, 2020 Toyota filed a Noncompliance Information Report (NCIR) with the National Highway Traffic Safety Administration (NHTSA) informing the agency of our intent to conduct a voluntary Safety (Noncompliance) Recall on 2018-2020 model year Tundra vehicles.
Condition
In the subject vehicles, the wire harness connected to the front turn signal bulbs was assembled incorrectly, causing them not to illuminate as brightly as intended. This can cause the subject vehicles not to comply with a certain Federal Motor Vehicle Safety Standard requirement. If oncoming traffic is unable to notice the front turn signals or front hazard warning lights, it may result in an increased risk of a crash.
Remedy
Toyota dealers will modify the wire harness connected to the front turn signal bulbs FREE OF CHARGE.
Covered Vehicles
There are approximately 183,400 vehicles covered by this Safety (Noncompliance) Recall. Approximately 760 vehicles involved in this Safety (Noncompliance) Recall were distributed to Puerto Rico.
Owner Letter Mailing Date
Toyota will notify owners by mid-September 2020.
Toyota makes significant effort to obtain current customer name and address information from each state through industry resources when mailing owner letters. In the event your dealership receives a notice for a vehicle that was sold prior to the Safety (Noncompliance) Recall announcement, it is the dealership’s responsibility to forward the owner letter to the customer who purchased the vehicle.
Please note that only owners of the covered vehicles will be notified. If you are contacted by an owner who has not yet received a notification, please verify eligibility by confirming through TIS prior to performing repairs. Dealers should perform the repair as outlined in the Technical Instructions found on TIS.
Dealer Inventory Procedures
New Vehicles in Dealership Inventory
There are approximately 2600 vehicles in new dealer inventory as of July 15, 2020
Under Title 49, Section 30112 of the United States Code, a dealer cannot sell, offer for sale, or introduce or deliver for introduction in interstate commerce a new motor vehicle when it is aware that the vehicle does not comply with an applicable Federal Motor Vehicle Safety Standard or contains a defect related to motor vehicle safety. Further, 49 Code of Federal Regulations §577.13 requires us to provide the following advisory: It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied.
Toyota reimburses dealers for flooring costs associated with new vehicles held in dealership inventory until the recall remedy becomes available. Toyota provides these flooring reimbursements at 60-day intervals. Toyota reserves the right to withhold or charge-back any flooring reimbursement funds that may have been paid to the dealer if it determines that a new vehicle subject to a safety recall was sold without first being remedied. |

Inspection Reminder Mirror Hang Tags for Covered Vehicles in New Dealer Stock
To easily recognize vehicles involved in this Safety (Noncompliance) Recall, each dealership should utilize Inspection Reminder Hang Tags. Inside the vehicle’s glove box are stickers containing the VIN. Apply one of these stickers to the hang tag and install the hang tag in the vehicle. A sample copy of the Inspection Reminder Hang Tag has been included for your reference.

Pre-Owned Vehicles in Dealer Inventory
To ensure customer satisfaction, Toyota requests that dealers complete this Safety (Noncompliance) Recall on any used vehicles currently in dealer inventory that are covered by this Safety Recall prior to customer delivery. However, if the campaign cannot be completed (for example, due to remedy parts availability), delivery of a covered vehicle is acceptable if disclosed to the customer that the vehicle is involved in a Safety Recall.
Toyota expects dealers to use the attached Customer Contact and Vehicle Disclosure Form to obtain vehicle buyer information. Dealers are expected to provide a copy of the completed form, along with the most current FAQ, to the vehicle buyer. Toyota and the dealer may use this information to contact the customer when the remedy becomes available.
Keep the completed form on file at the dealership and send a copy to quality_compliance@toyota.com. In the subject line of the email state “Disclosure Form 20TA12” and include the VIN.

Toyota Certified Used Vehicle (TCUV)
The TCUV policy prohibits the certification of any vehicle with an outstanding Safety Recall, Special Service Campaign, or Limited Service Campaign. Thus, no affected units are to be designated, sold, or delivered as a TCUV until all applicable Safety Recalls, Special Service Campaigns, and Limited Service Campaigns have been completed on that vehicle.
Toyota Rent-A-Car (TRAC) & Service Loaners
Toyota requests that dealers remove all TRAC and Service Loaner vehicles from service that are covered by a Safety Recall unless the defect has been remedied.

Customer Contacts
Customers who receive the owner letter may contact your dealership with questions regarding the letter and/or the Safety (Noncompliance) Recall. Please welcome them to your dealership and answer any questions that they may have. A Q&A is provided to assure a consistent message is communicated.
Customers with additional questions or concerns are asked to please contact the Toyota Customer Experience Center (1-888270-9371) – Monday through Friday, 7:00 am to 7:00 pm, Saturday 7:00 am to 4:30 pm Central Time.
Head Unit Notifications
Head unit notifications are electronic messages that are displayed in the vehicle’s audio system screen. Customers who receive head unit notification regarding this Safety (Noncompliance) Recall are requested to schedule an appointment with their authorized dealer to have this Safety Recall completed.
When these messages are received by the vehicle’s Data Communication Module, the head unit will display a pop-up prompt stating that the vehicle has a new Safety (Noncompliance) Recall. The prompt will contain options to ‘Snooze’ or to ‘View’ the message. If a customer chooses ‘Snooze’, the message will continue to reappear every 20 minutes until the customer chooses ‘View’. If a customer views and then closes the message, the message will be available in the Notification App if the customer chooses to review it again. If the vehicle’s completion status remains incomplete for a period of 90 days from the message being viewed, the head unit may display a renotification pop-up prompt as an additional reminder to the customer to have this Safety (Noncompliance) Recall completed.
The message will completely clear from the vehicle once the following conditions are met: The Safety (Noncompliance) Recall is completed, the dealer has filed a claim, and the claim is approved by Toyota. Then the message will be cleared at the next clearing cycle, which currently happens weekly.
Owners who receive a head unit notification after having this Safety (Noncompliance) Recall completed can be advised to ignore the message. Owners with additional concerns can be directed to the Toyota Customer Experience Center (1-888-270-9371) – Monday through Friday, 7:00 am to 7:00 pm, Saturday 7:00 am to 4:30 pm Central Time.
Salvage Title Vehicles
Every attempt should be made to complete an open Safety Recall when circumstances permit, unless noted otherwise in the Safety Recall dealer letter.

All dealership technicians performing this repair are required to successfully complete the most current version of the E-Learning course “Safety Recall and Service Campaign Essentials”. To ensure that all vehicles have the repair performed correctly; technicians performing this repair are required to currently hold at least one of the following certification levels:

- Expert (Any Specialty)
- Master
- Master Diagnostic Technician
Always check which technicians can perform the repair by logging on to https://www.uotdealerreports.com. It is the dealership’s responsibility to select technicians with the above certification level or greater to perform this repair. DISASSEMBLE FRONT TURN SIGNAL LIGHT CONNECTOR
1. REPOSITION WASHER RESERVOIR
a. Remove the 3 bolts holding the washer reservoir to the vehicle body.
b. Reposition the reservoir as far inboard as possible.
Note:
It is not necessary to disconnect any hoses or electrical connectors.
2. REPOSITION BATTERY
a. Remove the 2 nuts, 2 battery clamp bolts and battery hold down clamp.
b. Reposition the battery as far inboard as possible.
Note:
It is not necessary to disconnect battery terminals.
3. DISCONNECT TURN SIGNAL LIGHT CONNECTOR LH & RH
a. Disconnect the turn signal light connector.
b. Use the same procedure for LH side and RH side.
4. REMOVE SECONDARY LOCK LH & RH
a. Gently remove the white secondary lock taking care not to damage it.
Note:
Inserting a small flat head screwdriver on the bottom side of the secondary lock and then pulling upward is an effective way of releasing the lock.
b. Use the same procedure for LH side and RH side.
5. REMOVE RUBBER SEALING PLUG LH & RH
a. Using a paper clip or similar, push out the rubber sealing plug from the outside cavity of the connector.
Note:
Be sure to save this plug as it will be reused.
DO NOT LOSE THE RUBBER SEALING PLUG!
Use your hand to catch the rubber sealing plug as you push it out of the connector
b. Use the same procedure for LH side and RH side.
6. REMOVE THE GROUND WIRE LH & RH
a. Identify the white wire with a black stripe, located in the center cavity of the connector.
b. Using the supplied Terminal Tool 1-114, release the primary lock of the terminal while pulling outward on the wire to remove it from the connector. DO NOT overstress the terminal lock or it will not properly hold the terminal when reassembled.
When inserting the Terminal Tool 1-114, pry carefully outward just enough to remove the terminal from the wire side. Excessive pressure may damage the lock, or bend the tool.
c. Use the same procedure for LH side and RH side.
REASSEMBLE FRONT TURN SIGNAL LIGHT CONNECTOR
1. INSTALL GROUND WIRE IN OUTSIDE CAVITY LH & RH
a. Install the wire in the outside cavity of the connector.
Notice that there is only one direction the terminal will engage the cavity of the connector.
b. Pull outward gently on the wire to confirm that it is properly engaged in the connector.
c. Use the same procedure for LH side and RH side.
2. REINSTALL SECONDARY LOCK LH & RH
a. Reinstall the secondary terminal lock.
Notice that there is only one direction the secondary terminal lock will engage the connector.
b. Use the same procedure for LH side and RH side.
3. INSTALL RUBBER SEALING PLUG LH & RH
a. Install the rubber sealing plug into the center connector cavity.
DO NOT LOSE THE RUBBER SEALING PLUG!
b. Use the same procedure for LH side and RH side.
CHECK VISUALLY
a. Make sure that the wire is installed to the connector correctly as shown below.
4. RECONNECT TURN SIGNAL LIGHT CONNECTOR LH & RH
a. Connect the turn signal light connector.

5. REINSTALL BATTERY
a. Reposition the battery correctly in the battery tray.
b. Install the battery hold down clamp with the 2 battery clamp bolts and 2 nuts.
Torque: 5.4 N*m (55 kgf*cm, 48 in.*lbf)
6. REINSTALL WASHER RESERVOIR
a. Install the 3 bolts holding the washer reservoir to the vehicle body.
Torque: 3.5 N*m (36 kgf*cm, 31 in.*lbf)

National Traffic and Motor Vehicle Safety Act. Toyota
has decided that certain 2018–2020 model year Tundra
vehicles fail to conform to Federal Motor Vehicle Safety
Standard (FMVSS) No. 108, “Lamps, reflective devices,
and assoc. Equipment”.
You received this notice because our records, which are
based primarily on state registration and title data,
indicate that you are the current owner.
What is the condition?
In the subject vehicles, the wire harness connected to
the front turn signal bulbs was assembled incorrectly,
causing them not to illuminate as brightly as intended.
This can cause the subject vehicles not to comply with
a certain Federal Motor Vehicle Safety Standard
requirement. If oncoming traffic is unable to notice
the front turn signals or front hazard warning lights,
it may result in an increased risk of a crash.

- Description of Noncompliance:
The subject vehicles are equipped with LED head light assemblies which contain front turn signal bulbs with dual filaments. Due to an error in the design drawing, the wire harness connected to the front turn signal bulbs was assembled incorrectly. As a result, the incorrect filament in the dual filament bulb is used when the front turn signal or front hazard warning light functions are activated. This results in decreased brightness of the front turn signal bulbs, causing the subject vehicles to not meet certain requirements in FMVSS No. 108, paragraphs S6.4.3(b) and S7.1.1.13. If oncoming traffic is unable to notice the front turn signals or front hazard warning lights, it may result in an increased risk of a crash.
- Test Results and Other Information:
After a Toyota employee observed that the turn signals on an involved Tundra vehicle were less bright than other Toyota vehicles, Toyota began an investigation into this issue. Toyota identified an error in the design drawing of the wire harness connected to the front turn signal bulbs that would result in the brightness of the front turn signal bulbs being less than intended. Toyota conducted testing to assess whether this condition may affect compliance with the requirements of FMVSS No. 108.
Testing of the subject headlamps equipped with front turn signal bulbs indicated that the brightness of the turn signal bulbs did not meet certain requirements in FMVSS No. 108, paragraphs S6.4.3(b) and S7.1.1.13 and on July 9, 2020 Toyota decided that the front turn signals did not comply with those portions of FMVSS No. 108.
- Description of Corrective Repair Action:
All known owners of the subject vehicles will be notified by first class mail to return their vehicles to a Toyota dealer. For all involved vehicles, the dealers will modify the wire harness connected to the front turn signal bulbs free of charge.
Reimbursement Plan for pre-notification remedies
As the owner notification letters will be mailed out well within the active period of the Toyota New Vehicle Limited Warranty (“Warranty”), all involved vehicle owners for this recall would have been provided a repair at no cost under Toyota’s Warranty.
- Recall Schedule:
Notifications to owners of the affected vehicles will occur by September 13, 2020. A copy of the draft owner notification letter(s) will be submitted as soon as available.
- Distributor/Dealer Notification Schedule:
Notification to distributors/dealers will be sent by July 15, 2020. Copies of the dealer communications will be submitted as they are issued.
