Summary
Toyota Motor Engineering & Manufacturing (Toyota) is recalling certain 2019 Prius vehicles. An electrical short circuit in the combination meter could occur, causing the speedometer, the odometer, and the fuel gauge to go blank. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 101, “Controls and Displays.”
Remedy
Toyota will notify owners, and dealers will inspect the flash memory chip (ROM) production date, and if necessary, replace it along with the combination meter circuit board, free of charge. The recall began February 7, 2020. Owners may contact Toyota customer service at 1-888-270-9371. Toyota’s numbers for this recall are 19TA21 and 19TB21.

On December 11, 2019, Toyota filed a Noncompliance Information Report (NCIR) with the National Highway Traffic Safety Administration (NHTSA) informing the agency of our intent to conduct a voluntary Safety (Noncompliance) Recall on certain 2019 model year Prius vehicles.
Condition
There is a possibility that an electrical short circuit in the combination meter could occur, causing the speedometer, the odometer, and the fuel gauge to become inoperative. If the speedometer and the fuel gauge are inoperative, it will not show important information like vehicle speed or fuel level. Driving with an inoperative display can increase the risk of a crash.
Remedy
Any authorized Toyota dealer will inspect a component within the combination meter and, if necessary, replace the combination meter circuit board with a new one FREE OF CHARGE to customers.
Covered Vehicles
There are approximately 3,800 vehicles covered by this Safety (Noncompliance) Recall. Also note that no vehicles covered by this Safety (Noncompliance) Recall were distributed to Puerto Rico.
Owner Letter Mailing Date
Toyota will begin to notify owners by early February 2020. A sample of the owner notification letter has been included for your reference.
Toyota makes significant effort to obtain current customer name and address information from each state through industry resources when mailing owner letters. In the event your dealership receives a notice for a vehicle that was sold prior to the Safety (Noncompliance) Recall announcement, it is the dealership’s responsibility to forward the owner letter to the customer who purchased the vehicle.
Please note that only owners of the covered vehicles will be notified. If you are contacted by an owner who has not yet received a notification, please verify eligibility by confirming through TIS.
Dealer Inventory Procedures
New Vehicles in Dealership Inventory
There are approximately 605 vehicles in new dealer inventory as of December 10, 2019.
Under Title 49, Section 30112 of the United States Code, a dealer cannot sell, offer for sale, or introduce or deliver for introduction in interstate commerce a new motor vehicle when it is aware that the vehicle does not comply with an applicable Federal Motor Vehicle Safety Standard or contains a defect related to motor vehicle safety. Further, 49 Code of Federal Regulations §577.13 requires us to provide the following advisory: It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied.
Toyota reimburses dealers for flooring costs associated with new vehicles held in dealership inventory until the recall remedy becomes available. Toyota provides these flooring reimbursements at 60-day intervals. Toyota reserves the right to withhold or charge-back any flooring reimbursement funds that may have been paid to the dealer if it determines that a new vehicle subject to a safety recall was sold without first being remedied. |

NOTE:

Inspection Reminder Mirror Hang Tags for Covered Vehicles in New Dealer Stock
To easily recognize vehicles involved in this Safety (Noncompliance) Recall, each dealership should utilize Inspection Reminder Hang Tags. Inside the vehicle’s glove box are stickers containing the VIN. Apply one of these stickers to the hang tag and install the hang tag in the vehicle. A sample copy of the Inspection Reminder Hang Tag has been included for your reference.

Pre-Owned Vehicles in Dealer Inventory
To ensure customer satisfaction, Toyota requests that dealers complete this Safety Recall on any used vehicles currently in dealer inventory that are covered by this Safety Recall prior to customer delivery. However, if the campaign cannot be completed (for example, due to remedy parts availability), delivery of a covered vehicle is acceptable if disclosed to the customer that the vehicle is involved in a Safety Recall.
Toyota expects dealers to use the attached Customer Contact and Vehicle Disclosure Form to obtain vehicle buyer information. Dealers are expected to provide a copy of the completed form, along with the most current FAQ, to the vehicle buyer. Toyota and the dealer may use this information to contact the customer when the remedy becomes available.
Keep the completed form on file at the dealership and send a copy to quality_compliance@toyota.com. In the subject line of the email state “Disclosure Form 19TA21” and include the VIN.

Toyota Certified Used Vehicle (TCUV)
The TCUV policy prohibits the certification of any vehicle with an outstanding Safety Recall, Special Service Campaign, or Limited Service Campaign. Thus, no affected units are to be designated, sold, or delivered as a TCUV until all applicable Safety Recalls, Special Service Campaigns, and Limited Service Campaigns have been completed on that vehicle.
Toyota Rent-A-Car (TRAC) & Service Loaners
Toyota requests that dealers remove all TRAC and Service Loaner vehicles from service that are covered by a Safety Recall unless the defect has been remedied.

Salvage Title Vehicles
Every attempt should be made to complete an open Safety Recall when circumstances permit, unless noted otherwise in the Safety Recall dealer letter.

Technician Training Requirements
The repair quality of covered vehicles is extremely important to Toyota. All dealership technicians performing this recall are required to successfully complete the most current version of the E-Learning course “Safety Recall and Service Campaign Essentials”. To ensure that all vehicles have the repair performed correctly; technicians performing this recall repair are required to currently hold at least one of the following certification levels:
- Certified (any specialty)
- Expert (any specialty)
- Master
- Master Diagnostic Technician
Always check which technicians can perform the repair by logging on to https://www.uotdealerreports.com. It is the dealership’s responsibility to select technicians with the above certification level or greater to perform this recall repair. Carefully review your resources, the technician skill level, and ability before assigning technicians to this repair. It is important to consider technician days off and vacation schedules to ensure there are properly trained technicians available to perform this repair at all times.

Remedy Procedures

Each dealer only has a single account; please ensure that the reset password is communicated to all technicians and dealer associates that will be utilizing this website.
Note:
If the combination meter circuit board requires replacement, the new part is ordered preprogrammed to the vehicle’s current odometer mileage. As a result, the vehicle must be kept at the dealership during this time.
To ensure an accurate odometer reading, please provide a loaner vehicle to the customer while the new preprogrammed combination meter circuit board is being ordered and replaced.
Repair Quality Confirmation
The repair quality of covered vehicles is extremely important to Toyota. To help ensure that all vehicles have the repair performed correctly, please designate at least one associate (someone other than the individual who performed the repair) to verify the repair quality of every vehicle prior to customer delivery.
Parts Recovery Procedures
All parts replaced as part of this Safety Recall must be turned over to the parts department until appropriate disposition is determined. The parts department must retain these parts until notification via the Parts Recovery System (PRS) is received indicating whether to ship or scrap the parts. These parts are utilized by various departments for defect analysis, quality control analysis, product evaluation, as well as other purposes.
To help minimize dealer storage challenges, Toyota recommends that dealers:
- File the campaign claim accurately and promptly. The time a dealer is required to hold parts is based on when the campaign claim is paid by Toyota.
- Monitor the Warranty Parts Recovery Notifications and Part Scrap Report regularly.
Refer to Warranty Policies 9.3 and 9.6 for additional details.
Warranty Reimbursement Procedures
Loaner Vehicle or Alternative Transportation Reimbursement Procedure
For customers who requested a loaner vehicle or alternative transportation during interim phase, a loaner vehicle or alternative transportation can be claimed up to $35.00 per day.

- The flat rate times include 0.1 hours for administrative cost per unit for the dealership.
- A loaner vehicle or alternative transportation through the Toyota Rent-A-Car (TRAC) can be claimed up to a maximum of 7 days and maximum of $35/day as a sublet type “RT” under Op Code TA2103.
- For rentals that exceed the maximum number of allowable days and/or dollars per day, refer to the Toyota Transportation Assistance Policy (TTAP) for DSPM authorization requirements.
- Rental invoice MUST be attached to all rental claims. These claims may be subject to debit if rental invoice is not attached.
- Towing can be claimed under any Op Code as sublet type “TW” in the event the customer requests vehicle pickup.

Claim Filing Accuracy and Correction Requests
It is the dealer’s responsibility to file claims correctly for this Safety (Noncompliance) Recall. This claim filing information is used by Toyota for various government reporting activities; therefore, claim filing accuracy is crucial. If it has been identified that a claim has been filed using an incorrect Op Code or a claim has been filed for an incorrect VIN, refer to Warranty Procedure Bulletin PRO17-03 to correct the claim.

On December 11, 2019, Toyota filed a Noncompliance Information Report (NCIR) with the National Highway Traffic Safety Administration (NHTSA) informing the agency of our intent to conduct a voluntary Safety (Noncompliance) Recall on certain 2019 model year Prius vehicles.
Condition
There is a possibility that an electrical short circuit in the combination meter could occur, causing the speedometer, the odometer, and the fuel gauge to become inoperative. If the speedometer and the fuel gauge are inoperative, the vehicle may not meet certain federal safety regulations and could increase the risk of safety hazards by diverting the driver’s attention from the driving task.
Remedy
Toyota is currently preparing the remedy. When ready, the remedy will include checking a component within the combination meter and if necessary, replace the combination meter circuit board with a new one FREE OF CHARGE to customers.
Covered Vehicles
There are approximately 3,800 vehicles covered by this Safety (Noncompliance) Recall. Also note that no vehicles covered by this Safety (Noncompliance) Recall were distributed to Puerto Rico.
Owner Letter Mailing Date
Toyota will notify owners by early February 2020.
Toyota makes significant effort to obtain current customer name and address information from each state through industry resources when mailing owner letters. In the event your dealership receives a notice for a vehicle that was sold prior to the Safety (Noncompliance) Recall announcement, it is the dealership’s responsibility to forward the owner letter to the customer who purchased the vehicle.
Please note that only owners of the covered vehicles will be notified. If you are contacted by an owner who has not yet received a notification, please verify eligibility by confirming through TIS.
Dealer Inventory Procedures
New Vehicles in Dealership Inventory
There are approximately 605 vehicles in new dealer inventory as of December 10, 2019.
Under Title 49, Section 30112 of the United States Code, a dealer cannot sell, offer for sale, or introduce or deliver for introduction in interstate commerce a new motor vehicle when it is aware that the vehicle does not comply with an applicable Federal Motor Vehicle Safety Standard or contains a defect related to motor vehicle safety. Further, 49 Code of Federal Regulations §577.13 requires us to provide the following advisory: It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied.
Toyota reimburses dealers for flooring costs associated with new vehicles held in dealership inventory until the recall remedy becomes available. Toyota provides these flooring reimbursements at 60 day intervals. Toyota reserves the right to withhold or charge-back any flooring reimbursement funds that may have been paid to the dealer if it determines that a new vehicle subject to a safety recall was sold without first being remedied. |

NOTE:

Inspection Reminder Mirror Hang Tags for Covered Vehicles in New Dealer Stock
To easily recognize vehicles involved in this Safety (Noncompliance) Recall, each dealership should utilize Inspection Reminder Hang Tags. Inside the vehicle’s glove box are stickers containing the VIN. Apply one of these stickers to the hang tag and install the hang tag in the vehicle. A sample copy of the Inspection Reminder Hang Tag has been included for your reference.

Pre-Owned Vehicles in Dealer Inventory
Toyota typically requests that dealers NOT deliver any pre-owned vehicles in dealer inventory that are covered by a Safety (Noncompliance) Recall unless the defect has been remedied. In this case, until remedy parts are available, delivery of a pre-owned vehicle is acceptable if disclosed to the customer that the vehicle is involved in this Safety (Noncompliance) Recall and that the remedy is currently being prepared by Toyota.
Toyota expects dealers to use the attached Customer Contact and Vehicle Disclosure Form to obtain vehicle buyer information. Dealers are expected to provide a copy of the completed form, along with the most current FAQ, to the vehicle buyer. Toyota and the dealer may use this information to contact the customer when the remedy becomes available.
Keep the completed form on file at the dealership and send a copy to quality_compliance@toyota.com. In the subject line of the email, state “Disclosure Form 19TA21” and include the VIN.
NOTE: Dealers can identify if any of their new and used inventory has any open campaigns in the Vehicle Inventory Summary available in Dealer Daily (Non SET and GST dealers: https://dealerdaily.toyota.com/). Toyota Certified Used Vehicle (TCUV)
The TCUV policy prohibits the certification of any vehicle with an outstanding Safety Recall, Special Service Campaign, or Limited Service Campaign. Thus, no affected units are to be designated, sold, or delivered as a TCUV until all applicable Safety Recalls, Special Service Campaigns, and Limited Service Campaigns have been completed on that vehicle.
Toyota Rent-A-Car (TRAC) & Service Loaners
Toyota requests that dealers remove all TRAC and Service Loaner vehicles from service that are covered by a Safety Recall unless the defect has been remedied.

5. Description of Noncompliance:
The subject vehicles are equipped with a combination meter containing a main display which
indicates vehicle speed and fuel level with their identification symbols. There is a possibility
that a short between metal wiring could occur due to a cracked insulation layer of the flash
ROM chip where main display image data, including the vehicle speed and fuel level, is stored.
If this were to occur, the indicators of speed and fuel level with their identification symbols
might disappear from the main display while driving the vehicle due to abnormal data output
from the flash ROM chip. This condition may cause the subject vehicles to not meet the
requirements of FMVSS No. 101, paragraph S5.3.1(b), which could increase the risk of safety
hazards caused by the diversion of the driver’s attention from the driving task.
6. Test Results and Other Information:
In September 2019, Toyota identified a vehicle during processing at a Toyota port facility with the
main display on the combination meter inoperative. Toyota began an investigation of this
phenomenon. Parts were recovered and investigated from vehicles that exhibited the condition;
supplier processes were also reviewed. As the results of these investigations indicated this
phenomenon could occur prior to first sale, on December 5, 2019, Toyota decided that the subject
vehicles may not meet the requirement of FMVSS No. 101, paragraph S5.3.1(b).
7. Description of Corrective Repair Action:
All known owners of the subject vehicles will be notified by first class mail to return their
vehicles to a Toyota dealer. For all involved vehicles, the dealer will check the production lot
number on the flash ROM installed to the vehicles, and, if found to be potentially affected, will
replace the combination meter circuit board including the flash ROM with a new one at no cost.
Reimbursement Plan for pre-notification remedies
As the owner notification letters will be mailed out well within the active period of the Toyota New Vehicle Limited Warranty (“Warranty”), all involved vehicle owners for this recall would have been provided a repair at no cost under Toyota’s Warranty.

CERTAIN 2019 PRIUS
The repair quality of covered vehicles is extremely important to Toyota. All dealership technicians performing this recall are required to successfully complete the most current version of the E-Learning course “Safety Recall and Service Campaign Essentials”. To ensure that all vehicles have the repair performed correctly; technicians performing this recall repair are required to currently hold at least one of the following certification levels:
• Certified (any specialty)
• Expert (any specialty)
• Master
• Master Diagnostic Technician
It is the dealership’s responsibility to select technicians with the above certification level or greater to perform this recall repair. Carefully review your resources, the technician skill level, and ability before assigning technicians to this repair. It is important to consider technician days off and vacation schedules to ensure there are properly trained technicians available to perform this repair at all times.

IV. BACKGROUND
There is a possibility that an electrical short circuit in the combination meter could occur, causing the speedometer, the odometer, and the fuel gauge to become inoperative. VI. INSPECTION
1. CHECK FOR DTC’S
a. Using a Techstream, check for Diagnostic Trouble Codes.
Note: This Safety Recall covers only the inspection and replacement of the Combination Meter plate, as detailed in these instructions. It does not cover the diagnosis or replacement of any other parts on the vehicle, including the hybrid system.
2. RECORD VEHICLE MILEAGE
a. Record the total mileage of the vehicle as displayed on the Combination Meter:
MILEAGE: ______________ (be sure to record TOTAL vehicle mileage and not Trip A or Trip B)
Note: If the inspection determines the Combination Meter Plate needs to be replaced, the New Combination Meter Plate needs to be pre-programed by the manufacturer with the total vehicle mileage. If the vehicle mileage is not recorded during this inspection process, it may become necessary to reassemble the Combination Meter and reinstall it into the vehicle to retrieve the vehicle mileage.
If the Combination Meter is not able to display the vehicle mileage, it is also available on the Stored Data tab after running a Heath Check.

4. LOG INTO 19TA21 INSPECTION WEBSITE
a. Open the 19TA21 Scanning Website by selecting the following link:
https://recall-19TA21.imagespm.info
b. Enter your dealer code in the User ID field.
c. Enter xxxx (5 x’s) for the Password. It will then prompt you to change the password. You can enter the same (5 x’s) again, or create your own password. If you do change the password, be sure to advise other technicians of the updated password.
Note: Selecting the “Forgot Password” link will reset the password to the default password: xxxxx
d. Enter the vehicles VIN. It is critical that the VIN be entered accurately.
5. SCAN QR CODE
Your dealership was provided with a 2D scanner for the F0J Power Steering ECU Inspection campaign. You will utilize this same scanner for this campaign. Please note that the 1D scanner provided for earlier airbag campaigns are not able to read QR Codes. A 2D scanner is required.
a. Plug the 2D USB scanner into the Techstream.
Note: The F0J scanners that your dealer originally received was a Datalogic QD2430. However, there are many other scanners available in the market that can read QR codes. If you need a new scanner, they are available for purchase from Amazon and other online retailers. Be sure to purchase a scanner with 2D capability.
b. Scan the QR Code from the label on the top of the Combination Meter into the QR Code entry field of the website.
c. Follow the instructions provided on the website for the next step.
Note: The QR Code entry field will only allow a scan of the specified QR Code. Manual entry into this field is not allowed.

VII. PERFORM LOT NO. INSPECTION
Only perform the steps in this section if directed by the Inspection website after scanning the QR Code.
1. DISASSEMBLE COMBINATION METER
a. Remove the 2 screws.
b. Disengage the 10 claws to separate the housing.
Note: The clear plastic lens does not need to be separated from the housing.
c. Disengage the 3 guides and remove the Combination Meter Plate.
d. Remove the screw.
e. Disengage the 2 guides and remove the block.

f. Remove the 2 screws.
g. Disengage the two guides and slide the plate outward from the housing.
h. Disengage the 2 guides to remove the clock display.
i. Remove the 4 screws.
j. Disengage the 4 guides and remove the cover.

2. INSPECT LOT NUMBER
a. Disengage the 2 claws and 2 guides on the OUTSIDE TFT, then fold the TFT display downward in the direction shown. Be very gentle with the ribbon cable. It is not necessary to detach the ribbon cable to complete the inspection.
Note: It is only necessary to perform this procedure on the outside TFT display.
b. Locate the chip on the circuit board as shown below.
c. Identify the 3 digits printed on the chip face as shown in the diagram.
d. Enter these 3 digits into the website as requested.
e. Fold the TFT panel back into it’s original position and engage the 2 claws.
f. Follow the instructions on the website for the next step.
Note: The print on the chip is very small and may be difficult to read. Try using your phone’s camera to take a picture of the chip, then zoom in to read the 3 digits.

VIII. ORDER REPLACEMENT COMBINATION METER PLATE
Only perform the following steps if the website instructed you to replace the Combination Meter Plate.
It will be necessary to order the NEW Combination Meter Plate with the vehicles mileage pre-programed. Please contact your parts department and have them follow the necessary steps to order the Combination Meter plate as detailed in the PANT Bulletin or Dealer Daily.

Once the NEW Combination Meter Plate with pre-programed mileage has arrived, proceed to the next section IX. REPLACE COMBINATION METER PLATE.
IX. REPLACE COMBINATION METER PLATE
1. REMOVE TFT DISPLAYS
a. Disengage the 4 claws and 4 guides on the two TFT panels, then fold the display’s downward in the direction shown. Be very gentle with the ribbon cables. Do not allow the displays to exceed 180° to the Combination Meter Plate.
b. Rotate each locking arm upward 90°.
c. Gently slide each of the ribbon cables out of the socket.

Note: The original TFT displays will be reused on the NEW Combination Meter Plate.
• DO NOT use tools as the ribbon cables could be damaged.
• Make sure not to rotate the displays more than 180°, or the cables may be damaged.
• DO NOT touch the ribbon cable terminals.

2. INSTALL TFT DISPLAYS
a. Gently engage each ribbon cable into the sockets of the NEW Combination Meter Plate.
b. Lower the locking arm downward 90° to engage.
• DO NOT touch the screen surface as the screen is susceptible to damage and dirt.
• DO NOT touch the printed circuit board.
Note: The TFT displays can be installed in either location as they are identical parts.
c. Confirm the correct installation of both ribbon cables by verifying the green line is equally spaced in the viewing window of each cable.

d. Rotate the two TFT displays into position on the NEW Combination Meter Plate to engage the 4 guides and 4 claws.
• DO NOT touch the screen surface as the screen is susceptible to damage and dirt.
• DO NOT touch the printed circuit board.

a. Install the Combination Meter Plate into the housing by engaging the 4 guides.
b. Install the 4 screws.
c. Engage the 2 guides to install the clock display into the No. 2 Combination Meter case.

d. Engage the 2 guides to install the No. 2 Combination Meter case into the housing.
Be careful to when the installing the prongs on the clock display into the socket as it can easily be installed offset to one side.
e. Install the 2 screws.
f. Engage the 2 guides.
g. Install the screw.
h. Engage the 3 guides to install the No. 1 Combination Meter plate.

i. Engage the 10 claws to install the No. Combination Meter cover.
j. Install the 2 screws.

a. Use the following Repair Manual procedure to install the Combination Meter into the vehicle.

Reprogramming
Approved J2534 Devices only provide reprogramming capabilities and do not support diagnostic scantool functions. For full diagnostic capabilities, please consider TIS Techstream or Techstream Lite
Toyota, Scion, and Lexus ECMs can be reprogrammed with the TIS Techstream, Techstream Lite, Diagnostic Tester, or can also be reprogrammed using a Toyota validated J2534 interface. Vehicle recalibration requires the use of the following:
- Toyota validated J2534 interface
- TIS Professional Level Subscription
- Toyota Calibration Update Wizard software (installed along with Techstream Software)
- Personal Computer running Microsoft Windows XP/2000 or later operating system
Toyota strongly recommends USING ONLY VALIDATED INTERFACE DEVICES that appear on this list.
Toyota works closely with J2534 interface manufacturers to ensure that their hardware works safely and efficiently with our products. Every device listed on this page has been thoroughly tested and validated on Toyota, Scion, and Lexus vehicles.
It is important to understand that only the specific devices, firmware, DLLs and APIs listed here have been tested by Toyota. We do not recommend use of any other J2534 device, firmware, DLL or API that is not listed here. Changes to J2534 hardware/software is outside of Toyota's control; in some cases, changes made to device hardware/software can negatively impact reprogramming performance. Toyota makes every effort to continue to work with J2534 interface manufacturers to ensure continued product compatibility as our respective products evolve.

Obtaining Calibration Files
The Flash Reprogramming Calibration CD is no longer available.
ECU Calibrations are now available for download directly from TIS. A valid TIS Professional Level subscription is required to access Calibration files. These files are compatible with the above mentioned scantools and J2534 interfaces. The Calibration page, located on the Diagnostics tab in the TIS site, contains all the most current vehicle calibration files, applicable Service Bulletins, and instructions for use. Select the following link for step by step instructions to access this page.
Note: Calibration Update Software is now included in the Techstream Software Installer. A valid TIS Professional Level subscription is required to download and install Techstream Software.
