Summary
Toyota Motor Engineering & Manufacturing (Toyota
) is recalling certain 2020 Highlander vehicles equipped with a 3.5 L, V6 (2GR-FKS) gasoline engine. Due to an Engine Control Unit (ECU) programming error, fuel may not be correctly supplied to the engine while using the stop and restart feature.
Remedy
Toyota will notify owners, and dealers will reprogram the ECU, free of charge. The recall began May 15, 2020. Owners may contact Toyota
customer service at 1-888-270-9371. Toyota
’s number for this recall is 20TA06.

On March 19, 2020 Toyota filed a Defect Information Report (DIR) with the National Highway Traffic Safety Administration (NHTSA) informing the agency of our intent to conduct a voluntary Safety Recall on certain 2020 model year Highlander vehicles.
Condition
The subject vehicles are equipped with a feature that stops and restarts the engine. Under certain driving patterns and vehicle conditions, this feature may not operate correctly resulting in a vehicle stall. If a vehicle stall occurs, an audible chime will sound and multiple warning indicators will illuminate. If a vehicle stall occurs while driving at higher speeds, this could increase the risk of a crash.
Remedy
Any authorized Toyota dealer will update the engine control unit (ECU) software FREE OF CHARGE.
Covered Vehicles
There are approximately 38,800 vehicles covered by this Safety Recall. Approximately 1,000 vehicles involved in this Safety Recall were distributed to Puerto Rico.
Owner Letter Mailing Date
Toyota will notify owners by mid-May 2020.
Toyota makes significant effort to obtain current customer name and address information from each state through industry resources when mailing owner letters. In the event your dealership receives a notice for a vehicle that was sold prior to the Safety Recall announcement, it is the dealership’s responsibility to forward the owner letter to the customer who purchased the vehicle.
Please note that only owners of the covered vehicles will be notified. If you are contacted by an owner who has not yet received a notification, please verify eligibility by confirming through TIS prior to performing repairs. Dealers should perform the repair as outlined in the Technical Instructions found on TIS.

New Vehicles in Dealership Inventory
There are approximately 15,890 vehicles in new dealer inventory as of March 18, 2020.

Further, 49 Code of Federal Regulations §577.13 requires us to provide the following advisory: It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied.

Inspection Reminder Mirror Hang Tags for Covered Vehicles in New Dealer Stock
To easily recognize vehicles involved in this Safety Recall, each dealership should utilize Inspection Reminder Hang Tags. Inside the vehicle’s glove box are stickers containing the VIN. Apply one of these stickers to the hang tag and install the hang tag in the vehicle. A sample copy of the Inspection Reminder Hang Tag has been included for your reference.

Pre-Owned Vehicles in Dealer Inventory
To ensure customer satisfaction, Toyota requests that dealers complete this Safety Recall on any used vehicles currently in dealer inventory that are covered by this Safety Recall prior to customer delivery. However, if the campaign cannot be completed (for example, due to remedy parts availability), delivery of a covered vehicle is acceptable if disclosed to the customer that the vehicle is involved in a Safety Recall.
Toyota expects dealers to use the attached Customer Contact and Vehicle Disclosure Form to obtain vehicle buyer information. Dealers are expected to provide a copy of the completed form, along with the most current FAQ, to the vehicle buyer. Toyota
and the dealer may use this information to contact the customer when the remedy becomes available.
Keep the completed form on file at the dealership and send a copy to quality_compliance@toyota.com. In the subject line of the email state “Disclosure Form 20TA06” and include the VIN.

Toyota Certified Used Vehicle (TCUV)
The TCUV policy prohibits the certification of any vehicle with an outstanding Safety Recall, Special Service Campaign, or Limited Service Campaign. Thus, no affected units are to be designated, sold, or delivered as a TCUV until all applicable Safety Recalls, Special Service Campaigns, and Limited Service Campaigns have been completed on that vehicle.
Toyota Rent-A-Car (TRAC) & Service Loaners
Toyota requests that dealers remove all TRAC and Service Loaner vehicles from service that are covered by a Safety Recall unless the defect has been remedied.

Salvage Title Vehicles
Every attempt should be made to complete an open Safety Recall when circumstances permit, unless noted otherwise in the Safety Recall dealer letter.

Technician Training Requirements
The repair quality of covered vehicles is extremely important to Toyota. All dealership technicians performing this recall are required to successfully complete the most current version of the E-Learning course “Safety Recall and Service Campaign Essentials”. To ensure that all vehicles have the repair performed correctly; technicians performing this recall repair are required to currently hold at least one of the following certification levels:
- Certified Technician (any specialty)
- Expert Technician (any specialty)
- Master Technician
- Master Diagnostic Technician
Always check which technicians can perform the repair by logging on to https://www.uotdealerreports.com. It is the dealership’s responsibility to select technicians with the above certification level or greater to perform this repair. Carefully review your resources, the technician skill level, and ability before assigning technicians to this repair. It is important to consider technician days off and vacation schedules to ensure there are properly trained technicians available to perform this repair at all times.
Remedy Procedures
Refer to TIS for Technical Instructions on repair. Conduct all non-completed Safety Recalls and Service Campaigns on the vehicle during the time of appointment.
Repair Quality Confirmation
The repair quality of covered vehicles is extremely important to Toyota. To help ensure that all vehicles have the repair performed correctly, please designate at least one associate (someone other than the individual who performed the repair) to verify the repair quality of every vehicle prior to customer delivery.
Vehicles Emission Recall Proof of Correction Form (California only)
As this Safety Recall includes emission related parts, California dealers are requested to fill out the Vehicle Emissions Recall – Proof of Correction form after repairs have been completed. The vehicle owner may require this form for vehicle registration renewal. It is important to note that the forms are an official state document and blank forms must be secured to prevent misuse. Booklets can be ordered from the MDC (material number 00410-92007).
Please complete the form and provide it to the owner. The first noncompleted VINs will be submitted to the California state DMV by early November 2020. If the vehicle owner’s warranty claim will not be processed and paid prior to this date, please be sure to complete a form and provide it to a California owner.

Claim Filing Accuracy and Correction Requests
It is the dealer’s responsibility to file claims correctly for this Safety Recall. This claim filing information is used by Toyota for various government reporting activities; therefore, claim filing accuracy is crucial. If it has been identified that a claim has been filed using an incorrect Op Code or a claim has been filed for an incorrect VIN, refer to Warranty Procedure Bulletin PRO17-03 to correct the claim.

What is the purpose of the feature that stops and restarts the engine?
The Stop and Start system stops and starts the engine according to brake pedal or shift lever operation when the vehicle is stopped, such as at a stoplight, intersection, etc., in order to help improve fuel economy and reduce noise pollution caused by engine idling.
What will Toyota do?
Any authorized Toyota dealer will update the engine control unit (ECU) software FREE OF CHARGE to you.
This is an important Safety Recall.
The remedy will take approximately one hour. However, depending on the dealer’s work schedule, it may be necessary to make your vehicle available for a longer period of time.
Until the remedy can be performed, you can manually disable the feature by using the Stop & Start cancel switch, located in the center console, each time the ignition is turned ON. An indicator light will illuminate in the combination meter to indicate that the feature is inactive. Refer to the owner’s manual and the image to the right for more details.
If you experience a vehicle stall condition that is related to this condition, the vehicle can be restarted. With the vehicle stopped and the transmission in the “Park” position, the engine can be restarted if the driver:
1) Presses the engine (ignition) switch once or twice until the meter display extinguishes (and “ACCESSORY” or “IGNITION ON” is not shown on the multi-information display);
2) Waits approximately 15 seconds; and
3) Depresses the brake pedal, then press the engine (ignition) switch to start the engine.

What if you live in California and do not have this Safety Recall Campaign performed?
The state of California requires the completion of Safety Recalls / Service Campaigns on emission related parts prior to vehicle registration renewal. In addition, the State requires that every vehicle must pass an emission test (SMOG Check) every two years and before it is sold. Without the completion of this FREE Safety Recall Campaign the California Air Resources Board (CARB) will not allow your vehicle to be registered. State of California Regulations require Toyota to provide the Department of Motor Vehicles with a record of all vehicles that have not had the Safety Recall Campaign completed.
Your Toyota dealer will provide you with a Vehicle Emissions Recall Proof of Correction Form after the campaign has been completed. Please ensure you retain this form, because the DMV may require that you supply proof that the campaign has been completed during your vehicle registration renewal process.

100% of the involved vehicles contain an engine control unit (ECU) with this implementation of the engine stop and start feature that has the programming error, described below. Whether the issue in each case will lead to a vehicle stall while driving at higher speeds depends on the driving patterns and vehicle conditions.
- Description of Problem:
The subject vehicles are equipped with a 3.5 L, V6 (2GR-FKS) gasoline engine that contains a feature that stops and restarts the engine and cuts the fuel supply under certain driving conditions. Due to a programming error arising from the implementation of this feature in the subject vehicles, under certain driving patterns and vehicle conditions, the fuel may not be correctly supplied to the engine resulting in a vehicle stall without warning to the driver. If a vehicle stall occurs, an audible chime will sound and multiple warning indicators will illuminate indicating the engine has stopped. In some instances, a vehicle stall could occur while driving at higher speeds, increasing the risk of a crash.
- Chronology of Principal Events:
Late January 2020 – Late February 2020
In late January 2020, Toyota received four technical assistance calls from four dealers related to alleged vehicle stalls while driving at lower speeds by customers on 2020MY Highlander vehicles. Toyota
received two additional calls during the first week of February 2020 and received vehicle data (freeze frame data and/or service connect data) from those vehicles. Toyota
reviewed the data and observed that it indicated the vehicles had stalled while driving at lower speeds, but based on these data, what may have caused the stall condition could not be determined. Further, all six dealers were unsuccessful in duplicating the alleged stall condition during test drives of those vehicles.
Through February, Toyota continued to monitor this issue and received additional technical assistance calls from dealers. Toyota
recovered additional vehicle data (Data Communication Module (DCM) data) from some of the vehicles about which it received technical assistance calls. Toyota
observed in the DCM data recovered that a fuel injection stop flag had set prior to the stall condition. Further investigation was needed to determine why a fuel injection stop flag was being activated in these cases. Toyota
hypothesized that it could generally be related to the vehicles’ drive pattern and/or the fuel injection system. The technical assistance calls received up until this time involving this issue suggested that it occurs mostly at lower speeds. However, one case reported that a vehicle had stalled at a higher speed.
In late February, Toyota received two additional technical assistance calls from dealers in California alleging vehicle stalls at lower speed. Toyota
was able to conduct an inspection and test drive these vehicles. During the test drive for one of the vehicles, Toyota
followed the drive pattern and route as described by the customer and was able to duplicate the stall condition in the same location the customer alleged a stall. Toyota
was also able to duplicate the stall condition on the second vehicle. The data from the vehicle systems being monitored during the test drives and inspections were collected for further investigation.
In parallel with the aforementioned data collection, Toyota reviewed the software programming logic related to the fuel injection stop flag. Taking into account the additional information from the vehicle inspections in California, based on the review of the software programming logic, Toyota
hypothesized that the stall condition could be related to the programming for the stop and start feature within the engine control unit (ECU). Toyota
then conducted a series of tests to understand under what conditions a stall could occur.
Late February 2020 to Early March 2020
From late February to Early March, Toyota conducted vehicle tests on a dynamometer as well as actual vehicle test drives and was able to duplicate the stall condition using a specific series of steps that were related to the stop and start feature in the vehicle. During these tests, Toyota
activated the first stop and start sequence (after ignition on) using the brake and interrupted that sequence by no longer applying the brake and instead applying the accelerator pedal. Afterwards, the next pedal application of accelerator pedal “off” or brake pedal “on” would activate a fuel cut request and turn on the fuel injection stop flag. In these tests, the next accelerator pedal “on” or engine rpm change turned the fuel cut request off but the fuel injection stop flag remained on (due to the programming error causing the fuel injection amount to be wrongly calculated as zero). As a result, fuel was not supplied to the engine and this resulted in a vehicle stall without warning to the driver. When the vehicle stall occurred, an audible chime sounded and multiple warning indicators illuminated indicating the engine has stopped.
Based on this information, Toyota reviewed the previous cases reported through the technical assistance dealer calls and identified that the condition duplicated in the aforementioned testing may also occur while driving at higher speeds.
March 13, 2020
Based on the results of the above investigation, Toyota decided to conduct a voluntary safety recall campaign.
As of March 9, 2020 based on a diligent review of records, Toyota’s best engineering judgement is that there are 8 Toyota
Field Technical Reports and 0 warranty claims that have been received from U.S. sources that relate or may relate to this condition and which were considered in the decision to submit this report.
- Description of Corrective Repair Action:
All known owners of the subject vehicles will be notified by first class mail to return their vehicles to a Toyota dealer. For all involved vehicles, the dealer will reflash the engine control unit (ECU) at no cost.
Reimbursement Plan for pre-notification remedies
As the owner notification letters will be mailed out well within the active period of the Toyota New Vehicle Limited Warranty (“Warranty”), all involved vehicle owners for this recall would have been provided a repair at no cost under Toyota
’s Warranty.

Notifications to owners of the affected vehicles will occur by May 18, 2020. A copy of the draft owner notification will be submitted as soon as it is available.
- Distributor/Dealer Notification Schedule:

The repair quality of covered vehicles is extremely important to Toyota. All dealership technicians performing this recall are required to successfully complete the most current version of the E-Learning course “Safety Recall and Service Campaign Essentials”. To ensure that all vehicles have the repair performed correctly; technicians performing this recall repair are required to currently hold at least one of the following certification levels:
• Certified Technician (any specialty)
• Expert Technician (any specialty)
• Master Technician
• Master Diagnostic Technician
It is the dealership’s responsibility to select technicians with the above certification level or greater to perform this recall repair. Carefully review your resources, the technician skill level, and ability before assigning technicians to this repair. It is important to consider technician days off and vacation schedules to ensure there are properly trained technicians available to perform this repair at all times.

There is a know issue when performing this reflash with the Clear Case Moongoose Cable that will result in ECU failure. This issue is not found with any other cable type.

IV. BACKGROUND
The subject vehicles are equipped with a feature that stops and restarts the engine. Under certain driving patterns and vehicle conditions, this feature may not operate correctly resulting in a vehicle stall. If a vehicle stall occurs, an audible chime will sound and multiple warning indicators will illuminate. If a vehicle stall occurs while driving at higher speeds, this could increase the risk of a crash.
V. DETERMINE CALIBRATION UPDATE STATUS
1. PERFORM HEALTH CHECK
a. Using a Techstream, perform a Health Check.
Note: This Safety Recall covers only the Engine ECU, as detailed in these instructions. It does not cover the diagnosis or replacement of any other parts on the vehicle.
2. DETERMINE CALIBRATION UPDATE STATUS
a. Locate the Update column for the Engine ECU in the Stored Data tab.
b. Determine the status of an available update; indicated by a YES or NO.

Note: If the Engine ECU already has the updated Calibration ID, the campaign is complete. No further action is required. Submit the warranty claim using op code FB0001 to complete this vehicle.
VI. UPDATE CALIBRATION ID
The ECU reprograming procedure is detailed in T-SB-0134-16. Reference this Bulletin for additional detailed procedures and information.
1. VEHICLE PREPARATION
a. Confirm the following conditions:
• Vehicle in the IG position (engine off).
• Transaxle in Park.
• Parking brake engaged.
• Turn off all electrical accessories (i.e. climate control, audio system, etc.)
• Headlight switch in the DRL OFF position.
• Windshield wiper switch in the OFF position.
2. CONNECT THE 12v BATTERY TO A POWER SUPPLY (GR8)
a. Connect the DCA or other type of a power supply (not a battery charger) to the 12v battery.
b. Select the Power Supply Mode from the Charge Menu of the DCA.
A power supply MUST be used during reprogramming. ECU damage will occur if the battery voltage is not properly maintained during this re-flash procedure.
Note: A power supply must be connected directly to the 12v battery terminals and NOT the remote jump posts under the hood (if equipped).
3. VERIFY TECHSTREAM SETUP
a. Verify that the Techstream meets the following conditions:
• Techstream is updated to WINDOWS 10
• The latest version of software is loaded.
• The Techstream battery is fully charged. If not, connect the Techstream to a 120v source.
• The DLCIII cable is in good condition.
DO NOT USE A CLEAR CASE MOONGOOSE CABLE OTHERWISE ECU FAILURE MAY OCCUR
The Techstream battery must be maintained during the update procedure. If necessary, plug the Techstream into a 120v outlet to ensure that a failure does not occur.
Note: If the Techstream communication with the vehicle fails during the re-flash procedure, the Engine ECU will be damaged and must be replaced.
4. UPDATE THE CALIBRATION ID
a. Identify the current Calibration ID for the Engine ECU on the Stored Data tab.
b. Locate the vehicles Current CID in the chart below.
c. Select the corresponding NEW CID link to load the update.
d. Follow the on-screen instructions to complete the ECU re-flash procedure.
The ECU reprograming procedure is detailed in T-SB-0134-16. Reference this Bulletin for detailed procedures and information.

Approved J2534 Devices only provide reprogramming capabilities and do not support diagnostic scantool functions. For full diagnostic capabilities, please consider TIS Techstream or Techstream Lite
Toyota, Scion, and Lexus ECMs can be reprogrammed with the TIS Techstream, Techstream Lite, Diagnostic Tester, or can also be reprogrammed using a Toyota validated J2534 interface. Vehicle recalibration requires the use of the following:

The Flash Reprogramming Calibration CD is no longer available.
ECU Calibrations are now available for download directly from TIS. A valid TIS Professional Level subscription is required to access Calibration files. These files are compatible with the above mentioned scantools and J2534 interfaces. The Calibration page, located on the Diagnostics tab in the TIS site, contains all the most current vehicle calibration files, applicable Service Bulletins, and instructions for use.
